The Mission & Information Solutions Operations Homeland Security Group is seeking a Senior Financial Analyst to support a new contract effort in the Washington DC metropolitan area to provide budgetary planning and support services to our Immigration and Customs Enforcement customer.

Manage daily financial transactions, maintain the budget, prepare requisitions, track and

manage budget, and respond to data calls

Experience in providing budget/financial support for procurement and acquisition activities.

Experience with providing budget/financial support for LMR/tactical communications projects.

Track and report performance metrics, identify off-track performance, rebaseline metrics,

as required, and perform analyses

Provide support, as needed, in the areas of: facility, security, human capital, budget planning, Capital Planning and Investment Control (CPIC), Office of Management and Budget (OMB) Exhibit 300 and Exhibit 53, Congressional reporting, and related areas.

Hours:
Normal work hours are 0800 and 1700 hours, Monday thru Friday, unless otherwise specified.

Education Required:
Masters degree, PMP Certification, and minimum of 15 years of experience in the project management, program management, design, engineering, implementation, O&M, and troubleshooting of LMR/tactical communications systems for federal government law enforcement agency(s).

Qualifications:
Understanding of DHS communications infrastructure.

Demonstrated experience in performing budget planning and/or financial management for the planning, initiation,execution, control, and/or closeout of tactical communications/LMR projects.

Experience in all facets of budget and finance support requirements for a program office, such as

preparation of spend plans, budget execution plans, management and use of federal financial management systems on a daily basis to manage the budget, preparation and maintenance of financial checkbooks and detailed contract execution tracking, invoice review and coordination with COTR, Exhibit 300 preparation, CIP preparation, CPIC, and budget forecasting/planning.

Experience in providing budget/financial support for procurement and acquisition activities.

Experience with providing budget/financial support for LMR/tactical communications projects.

Demonstrated ability to establish and maintain effective professional relationships with management, staff, and people at all levels, both internal and external.

Demonstrated skill and experience in presenting and effectively communicating comprehensive information, ideas and advice in a clear, concise and logical manner, both orally and in writing.

Knowledge and application of Generally Accepted Accounting Principles (GAAP) and/or International Financial Reporting Standards (IFRS).
