Functional and Business analyst position for the Department (Dept) of Veterans Affairs, Veterans Health Administration, Office of Health Information (OHI), Health Services (HS), Requirements Analysis and Engineering Management (RAEM) support team. The office provides business requirements analysis services for the VHA, OHI, HS, RAEM Service to VHA stakeholders for Health Care IT systems. Tasks involve eliciting and documenting stakeholder business requirements, which are utilized by VHA to support funding determinations and as a source for development activities. Essential to this work is maintaining accurate and reliable records of the requirements in a requirements repository (currently ReqPro) maintained by HS. The scope of the work and the work products includes requirements management planning activities that support governance processes, as well as detailed requirements elicitation that are the foundation of the design and development phases for funded projects.
Functional and Business analysis. Use business analysis skills and techniques to perform a high level analysis for all assigned healthcare IT New Service Requests (NSR). Analyses includes scheduling conference calls with the requester for the purpose of understanding the business needs, and associated risks of not addressing those needs through an IT solution. All information obtained through requester interviews, as well as requirement tracking and milestone activities is documented within the NSR Database (NSRD). Information is shared with government managers and staff in VHA Health Services (HS), Office of Health Informatics (OHI) and Program Office staff, so that they may determine the validity and priority of the request as it relates to VHA and VA Operating Plans, Patient Safety and/or support of core application processes. Identify the Business Need within ReqPro, along with associated attributes and associations, including the level of Program Office support and relation to Operating Plans. The position includes facilitation of stakeholder meetings for the purpose of eliciting, documenting and validating business requirements for each work effort approved for Level 2 analysis. Documentation of requirements within the requirements repository (ReqPro), along with associated attributes and associations; generation of a Business Requirements Document (BRD) and use that document to refine requirements and obtain stakeholder concurrence.
Mid to Senior level Experience in Healthcare IT, VHA, HHS, DOD healthcare staffs – Needs to be understand the Healthcare processes.
IT background within requirements management and development tools. Needs to understand technology.
Analyst, facilitation, and management and process skills. - Previous skills working with groups of business owners a plus.
Favorable past performance working with senior leadership demonstrating understanding, excellent personal relations skills, and comfort working with senior leadership.
Experience level between 10-20 years
BS/BA in associated field with 10 years experience
MS IT Health Care field with min of 10 years
Knowledge of IBM Rational Tools Suite
Health Care IT knowledge and experience
Training and facilitation experience
Experience with Microsoft Office products
Excellent communication skills
