Serves as a financial services technical expert or as a project/team leader for highly complex projects related to payment systems & to Reserve Bank Operations. Projects relate to initiatives to promote the integrity, efficiency, & accessibility of U.S. dollar payment systems. Projects also relate to the oversight of Reserve Bank operations with the objective of maintaining public confidence in the Reserve Banks as prudent, well-managed, and effective public organizations. May serve as Division or Board representative to external organizations. Reports to Division Manager or Officer. Expertise in financial & statistical analytical techniques; use of technology in banking operations and payment systems; financial industry operational and payment system requirements & market practices; & statutes & regulations related to payment & settlement systems. Expertise in project management, consulting, oral & written communications, information technology, & statistical & financial analysis. Prefer strong skills in PC analytical software and languages used for data analysis. Master's Degree in finance, public policy, business administration, or economics.

Position Requirements

Master's degree (MA, MS, MBA, MPA, JD) in finance, economics, public policy, law, or related field preferred. Strong analytical ability. Strong analytical ability and excellent written and verbal communication skills required. Operational knowledge of at least two of the following payment mechanisms is important: credit cards, debit cards, prepaid cards, check, and ACH. An understanding and familiarity with payments laws and regulations is helpful.

Conducts studies and monitors developments in retail payments; identifies policy issues relevant to existing and emerging retail payments (such as remittances and mobile payments); and develops and recommends policies and regulations to the Board. Oversees operations of and policies affecting the Federal Reserve Banks' retail payment services (checks and ACH), electronic access, and customer relations; assesses how those services should evolve in a short- and long-run to improve the efficiency of the U.S. payments system and to compete effectively, as required by the Monetary Control Act. Some travel required.
