Directly responsible for duties associated with recruitment and selection of both faculty and staff employees and all associated data, files and reports; immigration related processing; overseeing the payroll process and records management; and the separation process. In addition, the position works closely with the Director of Human Resources in developing, implementing and evaluating ongoing HR policies, programs, functions and activities and ensuring the university is in full compliance with applicable laws, regulations, policies, and procedures. Duties include, but are not limited to:
Coordination and management of the CAU recruitment program to include:
Assisting hiring managers in developing and/or revising job descriptions as necessary and ensuring salary schedule placement is appropriate for level of responsibility
Overseeing the updating of all job posting sources
Creating and/or placing employment ads for both staff and faculty positions
Maintaining files on employment requisitions and applicant credentials
Oversight of the applicant tracking process. Input of job requisitions into applicant tracking system for appropriate data entry of applicant submissions.
Responding to applicants as required
Screening and routing applicant credentials to hiring managers for review
Schedule and/or coordinate interview process as requested
Manage background and reference checking process
Schedule and conduct new employee orientation The administration and delivery of other HR services to include:
Employee separation process and exit interviews
Processing Department of Labor Separation forms, representing the University at hearings, completion of all other DOL-related reports
Facilitation of temporary employment sourcing and placement as requested
Compiling data for annual Affirmative Action Plan and VETS-100 reporting.
FMLA and issues associated with leave time usage. Overseeing the processing of all payroll-related actions and supervision of associated employees.
Managing all associated HR-related tasks and processing paperwork as required for immigration related work (H1, permanent residence and J visas).
Management of the Tuition Waiver Program.
Composing and generating all appropriate correspondence and developing and maintaining appropriate reports for areas of responsibility.
Ensuring that all departmental and University policies and procedures are followed as prescribed and participating in the development of policies and procedures related to primary areas of responsibility.
Assisting with other human resources related duties as assigned.
QUALIFICATIONS: Bachelor's degree in a related area required, master's degree and/or PHR certification preferred; a minimum of ten years progressively responsible experience in human resources, preferably in higher education and preferably in an organization with 500+ employees and 5+ years supervisory experience. The successful candidate must have prior demonstrable experience in the areas indicated as responsibilities for this position and must also maintain currency in employment and employment-related laws; have excellent interpersonal, verbal and written communications skills; as well as excellent analytical and organizational skills and a strong attention to detail; have strong administrative skills and the ability to coordinate and implement programs and processes; show initiative and the ability to develop a macro view when dealing with micro issues; have demonstrated proficiency in computer applications to include Microsoft Office Suite (Word, Excel, Outlook) as well as working knowledge of Banner or similar HRIS system; have creative problem solving skills and the ability to foresee the requirement to change processes and procedures; possess excellent customer service skills and the ability to effectively deal with all levels of customers (staff, faculty, students and guests).
