JCS/NMCC Program/Project Management Specialist

(Voice Data Communications Engineer - Journeyman)


support a team of professionals responsible for the Air Force National Capital Region (AFNCR) Information Technology support to the US Air Force and the

National Military Command Center (NMCC)


the Pentagon, multiple sites in Northern Virginia, Maryland, and the DC region. ***Contingent upon Contract Award ***

Functional Responsibility:
Individual performs overarching project management support on JCS/NMCC and related system projects. Individual consults with customers through interviews, surveys and documented government processes for requirements to new and existing NMCC systems and communication programs. Employee provides engineering change proposals using a government format to document requirements.

Individual performs as a Project Manager, requiring a wide range of information technology as well as DoD information assurance requirements. Employee specifically will lead program/project management teams, participate in strategic and communications planning sessions to include developing, maintaining, and implementing engineering plans, C&A, and configuration management and control planning.

Specific tasks may include creating and updating C&A packages for new and existing systems, and ensuring all NMCC systems are certified and accredited by the DAA prior to their operation and will monitor status to ensure systems remain current..

Individuals is also responsible for configuration management data accuracy for all NMCC systems and enters the data provided by cognizant Government agencies or approved sources in the NMCC configuration management database.

Successful candidate must be comfortable preparing both written and oral reports. Individual is the focal point to Defense Information Systems Agency (DISA) Field Security Operations (FSO) for questions concerning Office of the Secretary of Defense (OSD) information systems during OSD Security Readiness Reviews. The employee also prepares and presents the NMCC Monthly Project Management Review Briefing.


Specific Requirements:
Top Secret clearance

6+ years experience maintaining operational cable infrastructures in a high paced diverse environment

6+ years experience operating and maintaining large cable plant infrastructures.

Ability to work with senior military and government personnel required. Individual will coordinate activities with the Operations Directorate, Office of the Administrative Assistant to the Secretary of the Air Force (SAF/AAO); the Washington Headquarters Services Safety Office (WHSSO); and SAA-ITA.

Knowledgeable of NECA/BICSI 568 standards

Knowledge of cable infrastructure troubleshooting and analysis tools (Cat 5E and Cat 6 copper testing kits, fiber optic test kits, dB loss testers, etc.)

Knowledge of and ability to perform various fiber optic splicing techniques

Knowledge of and the ability to perform various twisted-pair copper cabling termination techniques.

Knowledge of various different fiber optic and twisted-pair copper cable specifications (Multi-Mode, 9/50/62.5um, Cat5e, Cat6, ST/SC/MTRJ/LC/RJ-45 connectors, etc.)

Provide command and control (C2) capabilities through installation, maintenance, fault isolation, and reconstitution of fixed cable and wireless distribution systems, Local Area Network (LAN), and Wide Area Networks (WAN) in support of tactical and strategic operations.

Experience with shift scheduling and maintenance of on-call/alert rosters.

Travel across NCR is required; shift work is required

BS degree or additional 4 years of relevant experience

Demonstrated ability to work in a high paced environment

Prior military service a plus

Ability to speak clearly and work in a variety of environments
