Accountability The Department of Social and Health Services(DSHS), Economic Services Administration (ESA), is recruiting to fill one Information Technology Specialist 5 (ITS5) position within the Division of Child Support (DCS) office located in Olympia.

Duties:
This position serves as the technical expert in web programming and design for the Division of Child Support (DCS). The web applications designed, developed, implemented, and maintained by this position are in support of eleven offices with 1,300+ staff statewide, 39 prosecuting attorney offices, and other divisions and departments who rely on DCS information. These are mission critical applications that have high risk and high impact on the ability of the division to meet its performance goals.

Duties include but are not limited to:
Provides expert consultation, development, design, programming, troubleshooting, support, and problem resolution for the Division of Child Support intranet, internet, and other mission critical applications.

Utilizing broad technical knowledge as well as specialized knowledge of the agency mission and business needs, identifies and resolves operational problems for the Support Enforcement Management System (SEMS), tests multi-dimensional applications, develops standards, provides quality assurance, integrates business solutions, and writes decision packages.

This position provides leadership and expert consultation for large-scale projects and applies project management practices, principles, and skills.

This position p lans, coordinates, and manages the programs, applications, and services provided to staff and the public by the Division of Child Support internet and intranet.

This position leads in the design/re-design, programs, and maintains web based applications and databases where the majority of projects assigned are of larger size, more complex, and impact statewide offices/facilities.
This position conducts quality assurance, troubleshooting, support, maintenance, and problem resolution tasks for complex web/data applications that impact the division and it’s customers. This position performs database designs from logical models. This position develops, maintains, and implements policy on Internet use and web development. Assists with policy regarding privacy and security.

Qualifications:
REQUIRED QUALIFICATIONS:
Four years of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

  • At least three years of THE ABOVE experience must include the following areas: • Consulting, design, programming, maintenance, and/or support work for moderate risk software applications and databases. • ASP.NET, ADO.NET, and Microsoft SQL Server. • Visual Basic .NET, C#, and Object Oriented Programming Concepts. • Visual Studio .NET • JavaScript, jQuery, XML 1.0 or greater, Cascade Style Sheets (CSS). • Must be able to communicate clearly and effectively both orally and in writing. • Must be able to efficiently work independently, as a team leader, and as a member of a team. • Must be able to mentor, coach, and train other technical staff.
