Department Manager I—Professional

As a Construction Services Department Manager with Terracon you will be responsible for managing the Construction Materials Testing Department which includes the materials laboratory. Duties will include engineering analysis, report preparation, proposal preparation, and supervising field and laboratory testing of soils, concrete, asphalt, aggregates, and structural steel.

Essential Functions and Duties:
Provides supplemental operating policies and procedures unique to the department to ensure that the testing, engineering and inspection work in the office, laboratory and field are accomplished with high quality and in an orderly and efficient manner.

Participates in the activities related to producing quality engineering and technical services to the client and acts as senior engineer on projects where appropriate.

Supervises the preparation of routine proposals and quotations to clients to ensure proper scoping of services, availability of manpower and pricing to render a profit.

Ensures that all department personnel are properly trained, supervised and equipped with the necessary tools and equipment to ensure their personal safety in the office, laboratory, construction project sites and in vehicles.

Directly supervises or monitors all projects in progress in the department to ensure that the work is executed on time and in accordance with the client’s requirements and within company policies, procedures and standards.

Ensures that all departmental personnel adhere to the requirements of the company Quality Assurance and Quality Control policies and procedures.

In accordance with company policies and procedures, evaluates the performance of all employees within the department and assists them in their professional development and growth.

Supervises the efficient utilization of all facilities and equipment assigned to the department and makes request for additional equipment and facilities as needed to meet the client’s demands.

With assistance from the Office Manager, directs the short-range business development activities of all department personnel to ensure that adequate fees are available to support the manpower on the payroll.

Directly supervises the administrative systems of the department to ensure that reports, proposals, inspections and information required to serve the client are properly prepared and reported. Also ensures that routine company administrative policies are followed by all department personnel such as time sheets, expense reports and purchase order requirements.

Coordinates the inter-departmental and inter-office activities of his or her personnel with joint company efforts where necessary.

With the assistance from the Office Manager, plans, recruits, selects and provides training for all personnel in the department.

Assists the Office Manager with the preparation of each annual department business plan.

Safety Responsibilities:
  • Conduct initial safety orientation for new hire personnel
  • Demonstrate safe work practices and avoid unsafe behaviors
  • Drive defensively, avoid preventable accidents and always wear a seat belt
  • Conduct regular safety training sessions with subordinate personnel
  • Discuss safety performance during performance assessments
  • Enforce safety and personal protective equipment policies
  • Take action when unsafe actions or equipment are identified
  • Provides input for improvements to safety and health program
Other Duties:
Will perform other duties as assigned.

Essential Skills/Abilities:
A demonstrated ability to understand and successfully manage the financial, marketing, human resources and operations of a number of projects or a small department in this company or another company.

Demonstrated ability to provide effective leadership to experienced technical professionals and technicians.

Ability to communicate effectively both orally and in writing.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; high, precarious places; outside weather conditions; extreme cold and extreme heat. The noise level in the work environment is usually moderate.

Overnight travel may be required with this position.

Education/Experience:
MS degree in one of the major technical disciplines practiced by the firm and 5 years practical experience in one of the technical disciplines practiced by the firm; or

A Bachelor’s degree in one of the major technical disciplines practiced by the firm and 5 years practical experience; or equivalent

License/Registration:
Valid driver’s license (unless arrangements have been made with approval of the Operating Group Manager).

Licensed Professional Engineer (P.E.) is preferred.
