Position Summary:
Reporting to Director of Sales Training, Communications, the Proposal Development Services (PDS) Manager organizes and oversees proposal writing, editing, and graphic illustration including finalist presentations as well as production efforts in response to requests for proposals, information and presentations. They prepare proposal development schedules, identify the personnel needed, delegate responsibilities and ensure delivery of high-quality proposals and other sales collateral on deadline. The PDS Manager must be able to successfully lead and collaborate with a team of writers and the designer to deliver a finished product that most accurately reflects BCBSMA in the marketplace. They must be able to keep multiple projects on schedule.
Major Responsibilities
Meet with sales leaders and their teams to discuss the RFP process on an as-needed basis to ensure that we continue to meet the sales team's needs and implement new tools/services as needed.
Determine our needs relative to proposal production and design so that we continue to represent BCBSMA in a manner that is consistent with our corporate image as well as innovative in the marketplace.
Oversee the artistic design of print materials, as well as presentations and customized executive summaries.
Represent the corporation's national sales interests through participation in Consortium Health Plan's RFI Workgroup. Responsibilities include: participation in annual off-site meeting, monthly conference calls, and a variety of ad hoc requests for information throughout the year.
Participate in strategy meetings with applicable leaders in sales, product management, health and wellness, underwriting, contract development, and operations to develop the key focus of our response to specific major/national RFP opportunities.
Develop and maintain strong working relationships with key subject matter experts in each area of the corporation to ensure the collection and use of timely and accurate information in sales proposals.
Act as a key corporate contact for projects managed by the Blue Cross Blue Shield Association, including: core data surveys.
Lead a team of associates with a focus on the training, motivation, development and appraisal of a diversified team with varying job responsibilities (including, writing/project management, production, design and database management).
Manage the team's time so resources are available for opportunities that will most significantly impact annual sales goals.
Motivate the team to maintain high quality standards as we work to complete an average of 200 projects annually in compliance with externally set deadlines.
Assess the team's needs relative to training and work to promote team behaviors that allow the associates to perform effectively and efficiently in support of sales efforts particularly when under the pressure of tight deadlines.
Develop department budget and operate within the approved budget.
Qualifications & Skills:
Five or more years experience in a leadership role
Demonstrated ability to lead others in successful completion of project goals
Ability to work and set priorities on multiple tasks often with tight timeframes.
Ability to interact effectively with a variety of internal customers at all levels.
Customer focused with strong analytical, planning and goal setting skills.
Must be collaborative by nature, articulate in both writing and speech and able to assimilate and distill information quickly, to conceptualize, organize and prioritize.
Ability to visualize the "big picture" and ensure that the finished product delivers the BCBSMA message effectively and accurately.
Differentiate between important and urgent deliverables, requests and issues.
Strong attention to detail.
Experience in a deadline focused environment.
Expert PC skills (Word, Excel, PowerPoint ) In-Design and Photo Shop, Illustrator, MAC skills a plus.
Experience/knowledge with PMAPS proposal software database a plus
Must be flexible, self-motivated and a team player.
Experience and Education:
BA/BS degree required, Master's degree preferred.
3 to 5 years prior experience working in an RFP area.
Health care industry knowledge a plus
