Post by Jobing - CLASSIFICATION SUMMARY: Under basic supervision, performs professional accounting, technical review, and grant fund management duties for the Pinal County Office of Emergency Management (OEM); reviews, verifies, analyzes and reports financial and technical transactions; analyzes and researches records, and responds to requests for information within the scope of authority; identifies potential state and federal grants, prepares financial and operational reports on grant–funded programs, and assists with emergency operations and special projects.JOB FUNCTIONS: – – Essential functions, as defined under the Americans with Disabilities Act as Amended, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following: Performs a variety of technical and administrative functions for the OEM; assists with the administration of plans for a broad array of disasters and emergency situations affecting County and regional operations.Analyzes, maintains and manages accounting records for general ledger, grant and special fund programs, and special projects; identifies and researches accounting issues, and recommends solutions.Reviews, approves and posts accounting entries, including general ledger, revenue tracking, reconciliations, special fund accounting, and financial reporting; performs duties within scope of authority and training, and in compliance with County policies and quality standards; duties may vary according to job assignment.Reconciles financial transactions; reviews and investigates financial and accounting records; assures fund integrity, and resolves issues according to policies.Monitors and reviews accounting documents for accuracy, completeness, and compliance with Federal and state regulations, funding agency standards, and county policies and control practices.Researches and resolves grant funds and revenue accounting issues; provides customer services, and coordinates technical and financial information with customers and external agencies.Interprets and explains policies, procedures, rules and regulations; and provides technical assistance and training.Provides customer services and administrative support for the OEM; responds to requests for information, and attempts to resolve them by researching files and records within the scope of authority; updates, retrieves and releases information according to procedures; refers matters requiring policy interpretation to supervisor for resolution.Conducts research to identify potential state and Federal grants that can be utilized by the County; presents findings and recommendations; assists with writing grant proposals, and facilitates grant application process.Administers grant–funded programs, compiles and analyzes data, and prepares financial and technical reports to meet grant requirements.Responds to emergencies and civil disasters; works with state, Federal, and regional agencies during disaster incident management and recovery phases; acts as liaison to the state Division of Emergency Management (ADEM), Federal Emergency Management Agency (FEMA), and other stakeholders during emergencies and training drills.Assists with community–based education programs on environmental and emergency management issues.Cross–trains in OEM skills and technical functions for the planning, mitigation, response and training for disasters and civil emergencies; assists with hazard and risk assessments.Maintains absolute confidentiality of work–related issues, customer records and restricted County information; performs related duties as required or assigned.

KNOWLEDGE OF: Generally Accepted Accounting and Auditing Principles for public sector financial administration.Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) recommended practices, policies, rules, and regulatory reporting requirements.Applicable state and Federal statutes, rules, codes and regulations governing public sector accounting functions.Principles of record keeping, retention and records management.Grant application and administration processes and procedures.State and Federal rules and safety regulations and standards governing emergency preparedness functions.SKILL IN: Understanding and applying accounting standards and procedures, applicable Federal rules and regulations, and County policies and procedures.Policies and procedures for applying, approving, and implementing County projects using grant and alternative funds.Analyzing and interpreting financial documents and calculations, to include statistical information and preparing financial reports.Maintaining accurate and inter–related accounting records, and identifying and reconciling errors.Researching, analyzing, and interpreting laws, governmental regulations, technical and administrative procedures.Meeting critical time deadlines.Providing effective customer service.
