Serves as Biggs Army Airfield (BAAF) Project Manager/Air Traffic Controller (ATC) Chief with responsibilities for managing, organizing, planning, coordinating and directing contractor BAAF ATC support. Serves as the point of contact for Team ATC continuity of operations. Interprets guidelines provided by this installation and higher headquarters, assesses the airfield mission requirements, establishes Team goals and makes recommendations on how to accomplish these objectives. Maintains status on the availability of the ATC equipment and facilities required in support of the mission, necessitating close coordination with other staff agencies. Responsible for all Government furnished facilities and equipment, as well as office space. Develops ATC support policies and procedures to meet the needs of all users. Develops SOPs for all Team ATC support personnel to follow. Serves as the ATC Chief. Team’s point of contact for all matters within the scope of AR 95-2 and FB 95-1. Know the airspace system composition: the rules, regulations, and procedures by which it is managed and how the U.S. Army interfaces with the airspace managers (FAA/host country) and other users of the airspace systems. Identifies and defines Team ATC requirements; develops, coordinates, negotiates, and processes proposals to satisfy the requirements; manages assigned airspace in an efficient and effective manner; maintains appropriate records and submits required reports. Assists in maintaining liaison with local FAA or host government agencies. In coordination with the BAAF Operations Manager, Airfield Manager, and Air Traffic Facility Chief, reviews annually the terminal instrument procedures to determine the need to retain, amend, cancel, or establish new procedures. Performs the duties of an ATC. Performs administrative tasks related to the Team’s ATC contract throughout the period of performance of the contract. Monitors the Team's performance under the contract and ensures that the Team delivers what is specified in the contract. Serves as the technical liaison between the Team and the KO/COR. Supervises a staff of Team employees and assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; provides technical oversight; develops performance plans and rate employees; interviews candidates for subordinate positions; recommends hiring, promotion, or reassignments; takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training. Maintains a Program of Instruction (POI) for employees, ensuring current and standardized training for employees.
