The IT Procurement Manager will be responsible for development and execution of sourcing initiatives across technology spend categories: Hardware, Software, Telecom/ Bandwidth, IT Staff Augmentation / Professional Services (labor), other categories as assigned. The position may manage or function as a category manager leading cross-functional teams in defining, executing, measuring, and monitoring sourcing initiatives as well as the tactical execution of procurement. Responsible for analyzing supply markets, identifying cost drivers, executing RFI's/RFP's and leading supplier negotiations. The manager may also manage others' performing this type of work. The position will develop and execute implementation plans to ensure sourcing benefits are fully realized, support savings tracking processes and participate in infrastructure-building projects as needed. Job Duties and Responsibilities: Define and lead key, complex projects to execute procurement strategies Identify key business partners and lead cross-functional teams to develop strategies that maximize value Actively identifies new sources of supply including Small, Woman-Owned, Minority, and Veteran suppliers Provide rigorous analysis of spend data and industry dynamics to prioritize and launch sourcing initiatives Gather stakeholder and subject-matter insights/business requirements to ensure sourcing solutions meet business needs Prepare and present category business casesIdentify process re-engineering opportunities to increase efficiencies Ability to develop, prepare, and analyze contracts, RFIs/RFPs Develop negotiations plan Lead negotiations Manage the supplier selection process and develop analysis of data requirements for informed supplier decision Develop, amend, and negotiate contracts including pricing and terms and conditions Perform change management initiatives routinely Lead, train and manage sourcing staff and other business partners in sourcing techniques Influence and persuade business partners to ensure appropriate buy-in May manage strategic and tactical procurement resources
Education Bachelors Degree in business administration, supply chain management, finance, logistics, engineering, or other related discipline. MBA or other advanced degree desired. Experience Minimum 5 years purchasing/procurement/sourcing management experience in a services company where information and IT are a large part of the product that is delivered to the customer Minimum 5 years of professional strategic sourcing experience Experience sourcing IT Products and platforms such as mainframe, mid-range, desktop, network, telecom, and software Minimum 5 years Federal Procurement experience and/or Prime Contractor Procurement experience Experience with contract creation and management Experience with ERP systems (Oracle, PeopleSoft, SAP), reverse auctions, and e-Sourcing platforms Experience with long-term project implementations, project management, and cross-functional teaming Experience with State/Federal contracts and bid/proposal activity is a plus Extensive knowledge of procurement processes, systems, and contract management, inventory management and asset management Skills/Certifications Negotiations resulting in significant cost savings Cost baseline development Financial and/or cost modeling experience C.P.M., or CPSM, CPPO or CPIM, CIRM certification is preferred Project management experience and/or PMP certification is a plus Contracts - development, and management
