Position Description

The Senior Program Manager, IT Application Development, is responsible for managing multiple programs / portfolios / releases in terms of analysis, design, development, implementation and maintenance within Personal Lines IT (PLA). The successful candidate for this challenging position should be able to provide leadership over IT systems, prioritizing projects, and ensuring delivery excellence while maintaining and creating high quality and cost effective IT applications.

Position Requirements
•Overall experience of 14 - 18 years in IT is required
•Minimum of 6 years of release development, application development & maintenance program management experience
IT APPLICATION DEVELOPMENT & MAINTENANCE:
1. Strong background in applications development methodologies, SDLC and other IT industry standards.
2. People management skills to lead and influence professional resources of high caliber.
3. Strong in program management and extremely good communication and presentation skills.
4. Deep understanding of P& C insurance domain expertise.
5. Deep understanding of maturity models (CMMi, TMMi, LEAN etc.).
6. Hands-on experience in planning, developing, implementing & maintenance efforts for large complex programs.
7. Experience in managing large fixed bid price projects, T&M projects, and projects involving onsite & offshore model.
8. Experience in implementing Industry best practices, processes, associated tools and applies that knowledge to achieve organizational success.
• Measure resource requirement and resource planning
• Deep understanding of requirements process
• Understanding of development best practices
• Understanding of Insurance domain
• Manage large group of vendor teams
• Prior experience in defining development plans for large and complex projects
9. Solid technical skills and background as needed to support the oversight of development and management of complex multi-platform applications.
10. Proven ability to manage in a matrix environment and partner with IT and business area representatives in leading and supporting development activities.
GENERAL:
1. Responsible for the ownership, strategy and direction of the analysis, application development & maintenance functions for Farmers PLA.
2. Deep understanding of global delivery models and experience in managing vendor SLAs.
3. Full responsibility for managing a 10 member team of senior resources, including contractors and employees that are both on-shore and off-shore. Sets team direction, resolves problems and provides guidance to team.
4. Influences or provides input to forecasting and planning activities.
5. Works with project and resource managers to assign resources, set dates and set expectations for projects.
6. Solves unique and complex problems with broad impact on the business.
7. Adapts departmental plans and priorities to address business and operational challenges.
8. Influences senior leadership to adopt new ideas, products, and/or approaches that improve product quality and speed to market with optimal management of budget.
9. Strong interpersonal, oral and written communications skills demonstrated through successfully leading large and complex change initiatives.
10. Versed in the skills and experienced in the practice of leading organizational change.
11. Proven ability to develop and implement initiatives successfully from the strategic planning phase through execution and post-implementation.
12. Strong project management, customer service and conflict management skills that can be applied in providing support and direction to team members and key business and IT staff leading projects.

Physical Actions
Required job duties are essentially sedentary work consisting of occasional walking, standing, and lifting and/or carrying 10 lbs maximum, and seeing.
Physical Environment
Required job duties are normally performed in a climate-controlled office environment.
Education Requirements
Bachelors degree or equivalent or specific Relevant experience
