DUTIES:
MAJOR JOB DUTIES:
The primary purpose of this position is to assume a lead contract specialist role by performing mastery level business advice to customers, to provide pre and post award acquisition services/equipment in support of a wide variety of strategic acquisition contracts.

Provides contract support to the organization and functional leadership and sound business judgment for pre-award and post-award functions involving unusually complex contracts.

Provides effective strategies for soliciting and purchasing complex and/or diversified supplies, services and/or equipment.

Serves as contracting negotiator for large complex acquisitions.

QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include skill in providing unique mastery contracts strategies for technically complex and/or diversified supplies, services and/or equipment.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-1102-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert Knowledge of contracting negotiations, administration and termination principles, policies, procedures, and technical requirements applicable to preaward and post award actions for a variety of contracts.
  • Expert knowledge of business practices and market conditions applicable to program and technical acquisition requirements.
  • Expert knowledge of negotiation techniques and technical requirements sufficient to negotiate pre-award or post-award changes to a contract.
  • Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  • Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
  • Ability to apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to properly apply funding rules associated with the obligation of multiple types of appropriations.
