BASIC FUNCTION:

Responsible for analyzing and forecasting cash flow, as well as for cash management reporting, monitoring investments, and researching investment opportunities. Continuously review policies and procedures to ensure the University is following best practices in treasury management. Provide technical accounting support in operational and financial matters in accordance with Generally Accepted Accounting Principles (GAAP).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Monitor bank transactions to ensure that bank balances are adequate, and investigate any unusual items. Responsible for daily cash management analysis.

Analyze cash balances in order to recommend appropriate reserves and investment balances. Research and recommend investment opportunities.

Maintain users on banking systems as system administrator.
Responsible for the analysis of business/fiscal operating procedures, internal controls and matters related to cash management of the institution for efficiency and conformance to pertinent internal and external policies, regulations and statutes, and best practices in treasury management.

Initiate wire transfers of funds as required (sales tax, student refunds, non-repetitive wires, foreign wires, etc). Work with departments to ensure accurate reporting of ACH/wire deposits and withdrawals. Transfer cash biweekly to State Treasurer for payroll, and reflect appropriate entries on both State and University accounting systems. Drawdown Federal Direct Loans from the Federal Government.

Record appropriate transactions/journal entries into the University's accounting systems: post auxiliary and enterprise cash receipts; record monthly merchant transaction fees. Analyze and track cost by merchant. Analyze and track bank service fees. Analyze internal cash fund balances, and allocate interest income monthly.

Analyze, monitor, and reconcile bond trustee bank accounts to the University's accounting system monthly; analyze debt service principal and interest payments.

Update and maintain the unclaimed property database. Work with Accounts Payable, Payroll and Enrollment Services Offices on identifying unclaimed property. Compile annual escheatment report to State of RI, and ensure that the University is in compliance with State Escheatment and Federal Title IV policies.

Reconcile and analyze various assets, liabilities, income and expense accounts on a monthly basis. Prepare and process adjusting entries.

Assist with preparation of all financial statements and supplementary reports in accordance with GASB, FASB, Federal A-133 and other requirements. Provide and prepare information for external and internal auditors.
Develop recommendations for new and/or improved procedures as appropriate.
Participate in the development of effective management policies and procedures as requested.

OTHER DUTIES AND RESPONSIBILITIES

Handle information of a sensitive and confidential nature.

Assist the Controller, Associate Controller and/or Chief Accountant as directed and perform any and all other duties as assigned.

LICENSES, TOOLS AND EQUIPMENT

Personal computers, printers; word processing, database management and spreadsheet software.

Required Qualifications:
REQUIRED:

1) Bachelor's degree in accounting.

2) A minimum of three years of employment experience as an accountant, with demonstrated cash management experience and technical accounting proficiency in the preparation of financial statements.

3) Demonstrated progressive experience in financial analysis and management reporting.

4) A demonstrated good understanding of, and experience in, applying accounting standards (FASB/GASB/GAAP).

5) Demonstrated strong computer skills, including spreadsheet, database management, query, and word processing.

6) demonstrated ability to communicate effectively verbally and in writing, and to organize, coordinate and supervise support staff

7) Demonstrated ability to interpret institutional policies, plans, objectives, rules and regulations and to effectively communicate the interpretation to others.

8) Demonstrated excellent interpersonal skills and ability to work with a diverse population.
