Requirements: The SLEA (Sr. Law Enforcement Advisor) will have significant experience in developing law enforcement agencies in Latin America and the Caribbean. Masters Degree, at least 5 years of Management Experience, Experience as a teacher, trainer or advisor on criminal justice agency development programs, Experience advising executives at state or federal levels on law enforcement, policies and correctional issues, Experience in anti-corruption cases, as well as internal affairs and demonstrated problem solving solutions. Proficient in speaking and writing in Spanish.
Assist DNP (Dominican National Police) with its human resource restructuring plan, A human resource development and management system will be developed. The system will include standards for evaluation and promotion. It will be complemented by a police training strategy with a sustainable curriculum to ensure effective career development and instruction of police personnel. Working with USAID, ICITAP will support the adoption and implementation of this model. Improve strategic planning and leadership through the achievement and maintenance of police professional standards and operating procedures based on modern international police standards tailored to DNP requirements. The Advisor will support the establishment of a law enforcement leadership development program to provide officers with critical mentoring and direction as they progress through the ranks. The program will include leadership, change management, strategic planning, and other management topics that will not be taught by other USG agencies such as NAS/INL or FBI. The Advisor will develop strong interpersonal and organizational relations in the DNP and related in-country partners. Advisor may be embedded within the DNP.
The Sr. Advisor will manage the project, and will travel to the Dominican Republic during the 12 month program.
