This position will lead and supervise a team of EBS Application Developers responsible for designing technical solutions that support and enhance the County’s financial enterprise business systems to meet evolving business requirements for future business initiatives. This position will also lead complex development projects, IT initiatives and major upgrades necessary to support and enhance the financial system.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible. This position is paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday but may require extended work and/or flex scheduled work hours to respond to service needs.

Job Duties:
  • Serve as a technical expert and lead for the Oracle EBS development team which includes providing direction and planning for development activities, solving critical and complicated system defects, and coordinating on-going improvements to enhance the performance of the Oracle EBS system · Manage the schedule and quality of development deliverables, applying standard development practices throughout the software development life cycle. Troubleshoot and resolve technical issues on existing development objects. · Lead the IT Governance/Release Management methodology employed by the team. Delegate release activities to the responsible individuals and follow through progress to completion. · Manage application and use of technical standards for analysis, design, implementation, maintenance activities, operating procedures and technical documentation · Perform code reviews and ensure compliance with development standards and best practices. Review and approve project designs for compliance with overall system architecture. · Serve as a working supervisor to assigned staff including the ability to coach, mentor and develop an employee’s knowledge and skills to further a culture of continuous improvement. · Ensure new IT projects are aligned with the county's IT strategic plans, policies and SOPs. Review and approve project designs for compliance with overall system architecture. · Anticipate project risks and make corrective recommendations to management · Serve as technical subject matter expert in identifying, selecting, and implementing new technologies to support or integrate with Oracle EBS. · Act as technical representative with internal and external customers, resolve customer complaints, and build consensus among a diverse group of individuals with conflicting viewpoints.
Experience, Qualifications, Knowledge, Skills:
Required Qualifications: * Hands-on development experience and proficiency as an Oracle EBS Application Developer, including R12 * Two years experience with SQL and PL/SQL on Oracle Database 10g/11g * Demonstrated experience as a supervisor in a support environment, including training, mentoring and developing skill sets for staff; evaluating and providing feedback; scheduling and assigning work. * Knowledge of the software development life cycle, including quality assurance, and source code control * Strong oral and written communication skills, analytical and problem-solving skills. Is an active listener. * Strong planning skills and use of basic project management principles, including identification of required work effort, creation and management of work plans, measurement and evaluation of progress and results and inclusion of feedback loops. * Demonstrated ability to identify and apply efficient processes to complete work within a team environment; organize resources and activities, separate and combine tasks for maximum results with fewer resources; and identify opportunities for synergy and integration. * Demonstrated experience developing and maintaining an effective team, including fostering open dialogue and building consensus between diverse groups of individuals with conflicting viewpoints; creating strong morale and individual responsibility for work. Desired Qualifications: * Three or more consecutive years of experience working as a supervisor.
  • Three or more years development experience in Oracle EBS Financials R12.
  • Demonstrated experience in Oracle JDeveloper with OA Framework, BPEL, and/or Java * Demonstrated experience in Workflow Builder * Experience in Oracle SOA suite, Concurrent Programs, Oracle Forms * Experience in design, implementation, and/or use of an Enterprise Reporting solution in Oracle technologies, especially Oracle Discoverer, BI Publisher, and Oracle Reports. * Demonstrated technical knowledge of at least two of the following modules: General Ledger, Projects and Grants, Receivables, Order Management, Inventory, Fixed Assets, Cash Management, Payables, Purchasing, iProcurement, iExpense, eBusiness tax, iSupplier. * Experience and responsibility in managing contractors * Experience in the upgrade or implementation of new and/or integrating technologies, including defining requirements, assessing and selecting products and services, and the design and implementation of said technologies.
  • Bachelor or Master's degree in Business, Finance or Information Technology
