SUMMARY

The Director, Development Program Management (Connectivity) is responsible for the overall management, performance and execution of one or more programs inclusive of large scale, complex development programs, from Business Unit handover through delivery of the first customer delivery and closure of applicable commitment letter items. These development programs may be in new Systems, Platforms, LRUs, Applications, Connectivity, or other areas as directed by Thales Executive management. Responsibility will include the management of multiple Development Program Managers executing a number of programs under his or her direction. The Director plans, authorizes and coordinates Development Program Management (Connectivity) efforts required to ensure program completion in accordance with established cost, quality, schedule milestones and business expectations. The Director, Development Program Management (Connectivity) must possess excellent communication skills and understanding of customer (internal or external) technical, schedule and programmatic requirements, as well as the technology and management skills necessary to direct subordinate Development Program Managers (Connectivity) to meet expectations. Extensive coordination and collaboration with internal Thales organizations, such as executive management, customer programs, engineering, product line management, finance, contracts, sales and marketing, quality, operations, procurement and Customer Support Services (CSS), will be required. External communication is required with senior management representatives and Executives from the customer, aircraft manufacturer and seat manufacturer organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Conduct all business in an honest and transparent manner with high ethical and professional standards

Support Sales and Bid management, by developing DPM bid inputs, identifying risks and coordinating technical responses

Participate in the transition handover meeting from Sales, Bid Management and/or Product Line Management to Development Program Management

Carry out special projects and support assignments such as process improvements, corporate audits, writing position papers, tiger teams, ISO audits, cabin integration etc. as directed by management

Identify, establish and lead a cross-functional program team associated with each development project.

Responsible for budget and resource planning for assigned programs

Support Thales initiatives, such as the LEAN Enterprise commitment, as directed by management

Conduct lessons learned on programs or program elements in which there has been a lack of success or failure encountered. Document and present the results in accordance with the approved processes

Domestic and international travel is required for this position, depending on the specific program assignment

Perform as a mentor for less experienced employees within the Program Management organization

Development Program Manager duties may include negotiating contracts with vendors and/or cost assertions with OEM prime/partner

Prepare and present program status, budget review, issues and resolution briefing to executive management and external customer.

Manage research and product development programs for the effective introduction of new products, devices, and processes.

Assist in development of strategies concerning product development timelines, project priorities, and related departmental programs and budgets.

Drive new product development from product conceptualization to the introduction of technology-based products that meet defined customer needs.

Interface with all other Company departments in order to help integrate technology programs into overall business plans.

Manage and ensure a high level of statistical experimental design, project engineering, and quality standards necessary to deliver innovative technologies in a timely manner.

To assist in the development of an annual operating budget to include production hours forecasts, team member costs and overhead costs.

To assist in the analysis of team performance for the purpose of identifying production, scheduling, engineering or other functional area problems or favorable conditions contributing to a variance in budget

plan.

Assist in hiring and develop design and process development talent based on the business unit plans.

Worked in an environment of rapid product introduction (12-15 months).

Previously responsible for managing budgets of $2 million or higher.

Lead groups of at least 15 people, including engineers and technicians.

Experience in developing and industrialize commercial wireless device and products.

Led multiple complex programs in early stages of concept development, as well as industrialization.

Ability and desire to mentor teams in the areas of technical decision making and communication effectiveness.

Demonstrated ability to initiate and implement new product concepts from ideation to industrialization.

Experience working with key customers and marketing in establishing design requirements for new product concepts and effectively translating these into a product design.

Experience working with senior cross-functional partners in developing multi-generational product portfolios and introducing these products into the marketplace.

Proven leadership skills in project management and management of new product research and development.

ADDITIONAL EXPERIENCE AND KNOWLEDGE

Several years of hands-on RF-related experience – system design, integration, optimization, and operation, including excellent understanding of current wireless access technologies (Wi-Fi, WiMAX, GSM, LTE, 802.11x., SATCOM (SBB & Ka), etc.). Experience with WiMAX, IP, wireline/microwave backhaul, and IP Core Networks a plus.

First-hand experience with Lab or Field relating testing (Proof-of-concept, design verification, FAA and FCC device certification, etc.) including development of procedures, test execution, data processing data analysis, and technical report/presentation writing.

Ability to quickly learn new technology fundamentals, show extreme flexibility, work on several projects and priorities at once, work in a highly-collaborative environment, and show leadership in driving successful accomplishment of tasks.

Several years demonstrating ability to actively manage complex technical issues and risks, with ability to have a deeper understanding of the issues and their impacts in order to offer solutions and drive resolution across a large cross-functional team.

Demonstrated experience in managing external vendors to delivery on documented, committed scope for technology solutions.

Demonstrated excellent oral and written communication skills. Strong analytical and program management skills required along with the ability to develop and deliver effective presentations to multi-functional teams.

Proven team player who can effectively interact with others to accomplish tasks within a tight delivery schedules.

Experience in broadband mobile wireless LTE, UMTS, EV-DO, Wi-Fi, and/or WiMAX RF systems and/or devices as well is SATCOM (SBB & Ka) Airborne Systems on commercial airplanes.

Extensive experience and project management of Mobile Device, RF, Data and/or Application/Services coding and Integration test efforts.

Wireless Radio Access Network equipment, Base Station, PICO Cells and Backhaul development, integration, test and implementation.

Familiarity with RF Mobility devices and system testing systems and processes.

EDUCATION and EXPERIENCE

Master's degree (M. A.) or equivalent; 12 years related experience and/or training; or

equivalent combination of education and experience.

Master of Science in Engineering (Aerospace, Electrical, Mechanical), Computer Science , or Business Administration preferred.

Proficiency in MS Word, Excel, PowerPoint, Visio, Project, and Outlook.

Must possess general system knowledge of Thales IFE&C (HW, SW, Installation, etc.).
