DUTIES: Back to top The primary purpose of this position is to serve as the primary environmental physical science program manager to perform management, execution, and operations for an assigned program element(s)
· Provides extensive environmental expertise to support assigned environmental projects through application of professional knowledge and skill in environmental physical science practices, processes, and techniques. Inspects and evaluates reliability, flexibility, and maintainability of existing environmental equipment and systems and identifies deficiencies for incorporation into the infrastructure maintenance plan; interprets and adapts traditional methods and approaches to resolve equipment or systems unsatisfactory performance problems; and determines and prepares cost estimates for maintenance, repair, upgrades and replacement. · Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state and local environmental laws and policies. Executes short-term goals and priorities to support the management plan utilizing available resources. Represents the Environmental Element as the technical environmental physical science authority on assigned projects. · Coordinates curricula and training for assigned program areas at the installation Supports quality improvement and promotes the environmental awareness program.
· Provides advisory services on problems, issues and projects in assigned program area. Responsible for communicating and coordinating assigned project issues with superiors, team members, higher headquarters, regulatory agencies, other installation units, community and other officials, and/or interest groups. Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

This is an interdisciplinary position and may be filled by any of the following:

GS-1301, Physical Scientist (Environmental)

GS-0401, Biological Scientist (Environmental)

GS-0819, Environmental Engineer


BASIC REQUIREMENTS FOR 1301 Physical Scientist (Environmental) :

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics from an accredited college or university.


C ombination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


BASIC REQUIREMENTS FOR 0401 Biological Scientist (Environmental) :

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position from an accredited college or university.


Combination of education and experience - Courses equivalent to a major, as shown in A above, plus appropriate experience.


BASIC REQUIREMENTS FOR 0819 Environmental Engineer :

Professional Engineering Degree: (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics from an accredited college or university.


Combination of education and experience college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.


In addition to meeting the basic requirements, applicants must also meet the following:


One (1) year of specialized experience equivalent to at least the GS-09 level or equivalent under other pay systems in the Federal service. The experience must have equipped applicants with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled Examples of creditable specialized experience include: knowledge and ability applicable to a wide range of environmental physical science duties; Federal, State and local environmental laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, complaisance, conservation, pollution prevention, and/or integration principles and practices, environmental engineering and biological sciences to be aware of ramifications of their findings and actions inherent in assigned biological science project, and studies and to plan, develop, coordinate, and monitor environmental facilities or projects so as to assure compliance with applicable objectives, standards and requirements.


3 Years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree


Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of 2 years of progressively higher level graduate education may be combined with experience

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of environmental physical science principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects.

2. Knowledge of troubleshoot environmental physical science problems requiring investigation of unsanitary or questionable conditions in assigned project.

3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; and health, safety, and security practices.

4. Ability to establish effective working relationships with others.

5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
