DUTIES: Back to top · The primary purpose of this position is t o serve as an Biological Scientist (Environmental), Environmental Engineer, or Physical Scientist (Environmental) with project management, execution, and operations responsibility in assigned project(s) within a program element.
· Provides extensive environmental expertise to support assigned environmental projects through application of professional knowledge and skill in Biological Scientist (Environmental), Environmental Engineer, or Physical Scientist (Environmental) practices, processes and techniques (see attached Environmental Program Checklist).
· Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
· Coordinates curricula and training for assigned program areas at the installation.
· Provides advisory services on questions, issues, and projects in assigned program areas
· Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include professional knowledge and abilities applicable to a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related disciplines as they relate to environmental functions.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09] or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

1. Knowledge of professional environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects.

2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects.

3. Knowledge of applicable Federal, State, and local laws, regulations, integration principles and practices , and other guidance to make decisions and recommendations concerning restoration, compliance, conservation, pollution prevention projects.

4. Ability to establish effective working relationships with others.

5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT : · Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
· The work may require the employee to drive a motor vehicle. An appropriate driver’s license may be required for the position.
· May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
· May be required to obtain job-related certifications such as HAZWOPER, DOT, HAZWASTE, and/or RPM.
· Use of special safety precautions such as protective clothing and gear are necessary .
