Contract Specialist - Acquisition Support Services

The contract / acquisition specialist will perform a wide variety of procedural, technical, and administrative work in support of the Contracting Office located in St. Cloud, MN. This position has the responsibility for performing professional work involving the procurement of supplies and services using the procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and Agency policies. Examples of the VA's needs include, but are not limited to, medical or facility equipment, medical/surgical supplies, nursing home services, medical services, and information technology services.
Review customers' requirements for accuracy and completeness. The acquisition specialist will aid the customer in performing market research, reviewing statements of work and specification documents. The acquisition specialist shall ensure these documents adequately describe the Government's requirements allowing maximum competition and advise the customer as to inadequate, ambiguous, or vague specifications to avoid Government liability. When the customer recommends sole-source procurements, the acquisition specialist shall perform a complete review of the market research and conduct market analysis as necessary to verify the non-competitive assumptions.
Review customers' requirements to determine appropriate procurement strategy to meet socio-economic goals. The acquisition specialist is responsible for advertising all applicable requirements and preparing the solicitation documents insuring regulatory and legal sufficiency, and promoting maximum competition. The acquisition specialist shall work with the customer to develop the evaluation criteria in negotiated solicitations. The acquisition specialist shall coordinate with the appropriate Small Business Liaison on matters relevant to all aspects of socio-economic goal requirements.
Utilize the electronic systems for contract writing and filing (electronic Contract Management System (eCMS)), contract reporting (Federal Procurement Data System (FPDS)) and financial management (Integrated Funds Distribution Control Point Activity, Accounting and Procurement (IFCAP)), in accordance with agency policies.
Gather and organize contract information as necessary for protests, claims, freedom of information act requests, etc.
