Responsible for demonstrating and promoting superior quality and service to customers (both internal and external) through ProSol’s core values: Speed, Integrity, Excellence, Reliability, and Long-term Commitment.

The Program Manager shall:
  • Be responsible for all personnel resources, performance quality, and deliverables associated with the CAOCL contract and shall manage employee and customer relationships on a daily basis
  • Oversee day to day contract operations by interfacing with the Government’s Contracting Officer’s Representative, the Director CAOCL, the Active Duty/GS Staff, and ProSol entities (Talent Management, Contracting, Finance and the Division leadership)
  • Ensure contract/task orders remain profitable and positions remain 100% filled
  • Provide leadership and guidance to all employees and subcontractor task leads
  • Appoint task leads to assist personnel administration;however responsibility for contract execution remains with the Program Manager

  • Responsible for CAOCL contract management and providing necessary resources and infrastructure to manage and administer this contract
  • Responsible for providing and developing a management staff (task leads) capable of handling the responsibilities of task order execution and coordination of team resources
  • Responsible for the actions of all teaming partners and subcontractors
  • Responsible for managing the program travel budget to prevent it from reaching 75% obligated status prior to notifying the Government of the expenditure/obligation rate. Do not allow the travel budget to go at risk
  • Enhance program management skills through continued development of your understanding of ProSol’s contracting/subcontracting, financial reporting, travel management, business development practices, time keeping and Talent Management procedures
    • Identify and develop high potential secondary-level leaders within the CAOCL program
    • Develop their leadership and responsibility skills in order to maximize their growth potential within ProSol while minimizing the number of Direct Reports that you manage
    • Provide close attention to personnel development and accountability, especially in the case of senior leaders (Assistant Program Manager, Future Operations Officer, and LnOs), and personnel located on the other bases and stations where the PM does not have regular contact
  • Establish a metrics-based assessment program to evaluate current and potential employee capabilities, focusing on instructor development to ensure constant improvement of delivered services
  • Maintain and enhance a “Green” relationship on the current CAOCL contract and task orders. Green is defined as:
    • Positive, trusting relationship with CAOCL’s leadership & Regional Contracting Office
    • 10% profitability for firm fixed price contracts
    • Continue to mature and develop client relations so that CAOCL can be used, without hesitation, as a "Past Performance" recommendation
  • Site/Employee Relations Visits:
    • Conduct bi-weekly site (1st and 3d week of the month) visits to the Alexandria Headquarters to ensure you maintain situational awareness with all Staff Sections
    • Conduct quarterly visits to your North Carolina and California-based sites
    • Conduct annual visits to your remote sites (including deployed locations)
    • Coordinate all site visits with Operations Directorate with the Talent Management Directorate to maximize time spent on-site
Business Development
  • Shape emerging CAOCL requirements for ProSol growth to deliver 8% profitable growth ($1M) through your 2013 efforts
  • Develop adjacent business growth opportunities (i.e. “commercial” CAOCL-like, analytic, intelligence or training opportunities) into new business
  • Participate in proposal activities (reviews, writing, etc) on an as-needed basis
  • Enhance your business development skills through available training opportunities (Site Manager Training, formal course work, webinar participation)
Additional Responsibilities:
  • Gain experience with functions of a professional services company which supports Government clients or similar business
  • Provide a set of clear priorities, annual goals and metrics for each of your Direct Reports and ensure they establish the same for their employees
  • Conduct monthly 1-2-1's with your Direct Reports. Deliver employee annual evaluations and accurate position descriptions to the Director, Training and Analysis Division level NLT 15 June (unless notified differently because of Talent Management schedules)
  • Ensure 90-day evaluations are completed and forwarded to the Talent Management Division level NLT the 100-day mark

  • Thorough understanding of personnel management skills
  • Thorough understanding of accounting for government contracts and contracts management
  • Ability to identify business development opportunities
  • Effectively communicate orally and in writing
  • Experienced and proven leadership skills
  • Relevant experience and knowledge in Cultural and language training requirements
  • 15 years of experience in management
  • Must have at least a Secret clearance and be eligible for a Top Seret
  • Knowledge of Microsoft Office products, including Word, Excel and Power Point

Education & Experience Requirements:
  • Program Management Professional certification
  • Bachelor Degree in Business required or minimum 15 years military related experience in management and supervisory positions

  • As required in support of the contract, and as part of the management team
