The Presidio Trust is a Federal government corporation that manages and protects the Presidio of San Francisco as part of the National Park System.

PLEASE NOTE: The Presidio Trust is an excepted service agency, exempt from Title V, with an administratively determined pay plan. For these reasons, all grade level information is provided for comparison purposes only. The work of this position is comparable to the GS-13 level. Duties

Manages the Equal Employment Opportunity Program for the Presidio Trust, providing management advisory services to top management to carry out its continuing policy and program of nondiscrimination. Advisory responsibilities include but are not limited to making recommendations to decision-makers to resolve difficult and complex individual problems, change a specific management policy or practice, take other actions to change conditions underlying problems, and continuously evaluate equal employment opportunity effectiveness at the Presidio Trust. The Trust employs about 350 employees in professional, administrative, technical, clerical and trades occupations; approximately one-half of the workforce is included in a bargaining unit. Serves as Training Officer and is r esponsible for proactive Trust-wide engagement in the identification, development and presentation of training-plans and training for employees at the individual, group, and interdisciplinary level on remedial, project-specific, mission-related or other needs.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:
Requires seasoned Federal Government experience as an EEO Manager or Specialist advising management officials on EEO programs and complaint processing; extensive knowledge of Federal EEO (including accessibility) principles, laws, regulations and policies, and relevant judicial and administrative decisions; general knowledge of Federal personnel administration including grievances/appeals, labor relations, and recruitment/selection to know when to obtain expert technical advice or assistance to answer questions, solve problems, or understand technical personnel issues; knowledge of, and skill in applying, human resources development (HRD) learning theories, principles and methods to carry out the full range of HRD assignments; ability to comprehend and work within the Trust's unique HR authorities; skill in applying a wide range of techniques including program evaluation, program development, policy analysis, organization of personnel and resources, and negotiation of decisions with other program managers; skill in fact finding, analysis, and problem solving; effectiveness in oral communication, including ability to make presentations and conduct training seminars; experience and proven ability to facilitate settlements; ability to write effectively including correspondence, complaint processing determinations and training announcements. Must have skill in operating a personal computer (Microsoft Word, Excel, and Outlook). Must possess a valid California Driver's License.
