Performs complex transportation engineering work in one or more functional areas such as planning, project development and design. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor .
MINIMUM REQUIREMENTS
Education and Experience
Must be licensed by the State of Texas as a professional engineer. (Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.) Must have five (5) years experience in transportation engineering, acquired either before and/or after licensing as a professional engineer. Graduate-level engineering education may be substituted for engineering experience on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ESSENTIAL DUTIES
IN THE AREA OF Project Development and Design, performs a combination of the following:
Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians.
Provides design engineering support for districts in project development.
Assists Project Managers to establish realistic and achievable schedule baselines.
AND
Performs one or more of the following:
Leads professional, technical and/or clerical personnel engaged in engineering and planning.
Assists with design, computer operations and plan preparation.
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Performs other job-related duties as assigned.

CONDITIONS OF EMPLOYMENT
Must pass a drug test prior to employment for commercial driver, safety sensitive and vessel crewmember positions. Commercial drivers, safety sensitive employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.
Required to work weekends and holidays.
Required to work hours other than 8 to 5.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Driver 's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.
