This employment opportunity is with the Oregon Department of Human Services (DHS)/Office of Vocational Rehabilitation Services (OVRS). There is one full-time opening located in Salem. This position is represented by a union.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
Due to the economic downturn and subsequent state budget short-fall there may be mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2011-2013.

Duties & Responsibilities:
OVRS is Oregon's general vocational rehabilitation (VR) services system. OVRS assists individuals with disabilities in getting and keeping jobs that match their skills, interests and abilities. OVRS’ services and supports are delivered through 200 plus professional and administrative staff, and allied service providers and vendors. OVRS is comprised of a central administrative office, located in Salem at the DHS/Barbara Roberts Building, and 14 branches, which have a total of 35 offices and 25 outstations in locations throughout Oregon.

OVRS is a federally and state sponsored program. Its individualized services and supports are provided in accordance with the federal Rehabilitation Act of 1973, as amended and reauthorized by the Workforce Investment Act of 1998 (WIA). Under WIA, a myriad of federally authorized and funded programs are to be organized as a coordinated, comprehensive system and implemented through state “One-Stop” service delivery systems. WIA requires states to develop and implement state and local workforce plans and include state VR systems in the planning process; and directs state workforce investment systems to make vocational training opportunities available to individuals with disabilities. In addition, WIA directs One-Stop partners, including state VR agencies, to enter into cooperative agreements to facilitate implementation of state and local plans, and to increase the capacity of the system and partners to address the needs of individuals with disabilities.

The purpose of this position is to analyze, formulate and evaluate vocational rehabilitation program policies, procedures and administrative rules; coordinate/develop long range plans, goals and milestones; work in consultation with OVRS executive team, other administrative staff, branch mangers and field staff, State Rehabilitation Council (SRC), and staff of other agencies; analyze applicable federal and state legislation, regulations and policy; provide training and technical assistance to OVRS management and staff on new and existing laws, rules, policies and procedures; develop State Plan; serve as OVRS Rules Coordinator; provide staff technical support to the SRC; conduct public hearings on policy issues and administrative rules. The major duties include:

Provides leadership and coordination in the development, design, and evaluation of OVRS policies and procedures under the direction of the OVRS' executive team, and in consulation and coordination with other OVRS administrative staff and field managers and staff, DHS policy staff, the State Rehabilitation Council, other human service and workforce partners, federal partners and advisory and stakeholder groups. Contributes as a member of the Policy and Program Unit team responsible for the coordination, technical assistance and planning of OVRS' statewide services. Reviews and monitors proposed federal legislation (Workforce Investment Act, Ticket to Work, Rehabilitation Act and IDEA) and state legislation and recommends action to DHS and OVRS executive leadership on methods of effective federal representation. Develops and keeps current the OVRS Policy and Procedures Manual and assures the updates in ORCA Technical Assistance Guidance system.

Provides training and technical assistance to OVRS field managers and staff and DHS policy staff regarding new and existing program laws, rules, policies and procedures. Evaluates existing and proposed program policy, procedures, administrative rules and legislation for impact upon service delivery and compliance with State/Federal law and regulations. Serves as the OVRS Rules Coordinator and HIPAA Privacy Coordinator. Responsible for coordination of periodic review of existing administrative rules and regulations; analyzes policy issues that cross or affect other DHS programs and other State workforce programs. Develops and files administrative rules; conducts public hearings; analzes results and provides related recommendations. Provides training to field managers and staff, Hearings Officers and Mediators regarding program policies, procedures, and State Plan provisions.

Provides leadership, coordination and substantive product needed to develop federally required State Plan and annual updates and revisions within established time frames. Collaborates with other OVRS adminstrative staff and staff of other state workforce agencies and programs in integrating OVRS State Plan into the Oregon Unified Workforce Plan. Establishes and leads external and internal stakeholder groups in support of planning efforts. Collaborates/coordinates with State Rehabilitation Council in development of State Plan submissions.

Conducts public hearings on policy issues, state plan revisions, administrative rules, and summarizes findings to OVRS, SRC, and DHS leadership as appropriate. Recommends action to DHS and OVRS executive team.

Provides staff technical assistance to State Rehabilitation Council and its policy making committees and workgroups. Serves as a technical consultant in policy related meetings between OVRS executive team, field technicians and the federally mandated Client Assistance Program (CAP). Make presentations at quarterly State Rehabilitation Council meetings and monthly OVRS branch managers meetings.

Researches and recommends development of new programs and methods for assisting persons with disabilities (especially those with the most significant disabilities and members of minority communities) to become employed. Manages and coordinates comprehensive studies of program policy issues and federally required needs assessments. Reports findings and recommends corrective action to OVRS executive team


Requires travel to field offices and occasional overnight travel, sometimes in inclement weather. Must have a valid driver's license and acceptable driving record. If not, must be able to provide an alternate method of transportation.

Occasional evening and/or weekend work may be necessary.

Occasional contact with persons who present behaviors.

Qualifications & Desired Attributes:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Vocational Rehabilitation, Finance, Political Science or any degree related to human or social services; and four years professional-level evaluative, analytical and planning work related to human or social services.


Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work related to human or social services.


Possession of graduate degree in vocational rehabilitation counseling, law, public policy or another discipline with an analytical emphasis.

Experience analyzing and formulating policies and procedures.

Experience training other professionals on substantive issues and processes.

Experience working with advisory groups and stakeholders.

Experience providing vocational rehabilitation counseling services.

Experience working with persons with disabilities.

Excellent analytical and technical writing skills.
