Position Summary

Reporting to the Manager of Telecommunications Network Services, performs analysis and research of all telecommunication systems as they relate to billing data, tariff issues, business applications and technology developments in a multi-site telecommunications network environment. Maintains effective business relationships with vendors, hospital subsidiaries and affiliates regarding telecommunication systems, associated billing and configurations. Produces reports on a regular basis to identify trends in call patterns, possible fraud and abuse and provide accurate billing data for MMC departments and affiliates.

Required Minimum Knowledge, Skills, and Abilities

1. Interpersonal skills necessary to effectively develop and maintain cooperative working relationships within the departmental, hospital, and subsidiary staff, and outside vendors.

2. Work requires a high level of general educational development and/or a professional level of knowledge generally acquired by the completion of a Bachelors Degree in business, communications, or related field, and two to three years of experience, or an equivalent combination of education and experience.

3. Knowledge of operations and applications of telecommunication systems.

4. Interpersonal skills necessary to effectively train hospital staff in a classroom or one on one setting. Must be able to communicate effectively with all levels of the institution (i.e., technicians, vendors, engineers, and hospital personnel).

5. Analytical skills necessary to troubleshoot on a system level to resolve user problems, and understand, organize and present data obtained through the Communication Management Systems.

6. Ability to research and assist in the determination for new equipment and/or modifications in order to meet requirements of the department, hospital, and subsidiary corporations.
