This position is located at the AATTC 139th Airlift Wing in Saint Joseph, MO United States 1 vacancy
Incumbent will be assigned to Position Description Number D0323000 in FAC 31B100
This is a Permanent Excepted Service position. This is a bargaining unit position.
NATIONAL GUARD MEMBERSHIP REQUIRED:
This is an Excepted position that requires active membership in a compatible skill in the Missouri Air National Guard and wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment.
All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Air National Guard.

Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).
Permanent Change of Station (PCS) allowances are not authorized for this position. Required Security Clearance is Noncritical Sensitive.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Conducts training for worldwide capability to include initial qualification, mission qualification, continuation training and/or upgrade/specialized training. Training includes actual on-the-job practice and formal classroom instruction. Analyzes and interprets guidance, writes or modifies general guidelines from a broad scope of principles, concepts, technology and methodology of the Loadmaster field and forms practical lesson plans for flying training instruction. Keeps records on training, analyzes and evaluates training accomplishments to determine the effectiveness of training. Accomplishes preplanning and prepares complex load plans which involve aircraft with a multitude of different configurations, sizes with respect to weight, cube and trim considerations, mixed cargo destined to a number of ports for a single mission, determining amounts and sizes of loading vehicles/crews that will be required and any other support equipment/personnel needed. Provides Phase I instruction to Air National Guard, Active Air Force, Air Reserve, Coast Guard, Navy, Marines, and International students in Loadmaster Initial qualification training. Provides qualification training in the areas of Combat Aircrew Training, Air Rescue, Recovery, and Special Operations and Modular Airborne Fire Fighting System (MAFFS). Develops and provides instructions to Loadmasters and Air Cargo Specialists in all phases of aerial port operations, including airdrop load rigging, materials handling equipment, hazardous cargo, etc. Develops, instructs and performs procedures relating _to routine airlift support and specialized airlift operations to meet State airlift requirements, NGB directed requirements, Active Air Force support, extensive Army deployments, fighter aircraft deployments, public relations and Governor support requirements, etc. Develops, instructs and perform procedures unique to Ice Cap cargo airlift operations which require a minimum of two loadmasters per mission due to nature of cargo and the severe operating conditions encountered at the Arctic and Antarctic. Performs onload and offload of hazardous and outsize cargo with engines running. With Flight Engineer, arms assisted takeoff (ATO) rockets while engines are running. Coordinates mission requirements with foreign nationals as required. Adapts airdrop systems to meet Army, Navy and Air Force special forces needs. Performs other duties as assigned.

GS-09 Specialized Experience:
Must have 24 months of specialized experience which has provided the knowledge of types, capacities and configuration of transport aircraft; weight and balance factors; cargo handling and restraint techniques; and emergency equipment and in-flight emergency procedures. The specialized experience must demonstrate ability to prepare loading plans; determine airworthiness of the aircraft and aircraft cargo; ability to operate cargo loading equipment; experience in proper cargo and personnel airdrop procedures; and ability to train personnel in proper loading and off-loading procedures. Must possess certification as an Aircraft Loadmaster Instructor.
Must have experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.
