This position is located in the Lab Operations Branch (LO), Messaging Testing Division (MT), Messaging Systems Office (MSO), Bureau of Information Resource Management (IRM). The LO Branch is responsible for the integrating and testing of all Messaging System software and technologies in support of the overall design, development and integration of messaging products. The incumbent of the position is recognized as a DOS expert in the installation, configuration management, operation and maintenance of information technology systems and applications.

KEY REQUIREMENTS

Incumbent will be subject to random drug testing.

One year probationary period, unless excepted by regulation.

Relocation expenses will NOT be paid.

Must be able to obtain and maintain a Top Secret security clearance.

  • Provides technical analysis and integration of MSO Messaging Lab products and services. Incumbent is responsible for active support of all technical activities in the MSO Lab environment. Replicates PCs, loads server operating systems and/or applications, troubleshoots network problems and installs and configures infrastructure equipment.
  • Acts as MSO Lab Representative to coordinate Lab activities. Performs installations and coordinates with tests to bring releases of new products to the customer.
  • Serves as Subject Matter Expert for MSO Lab product and services. Communicates orally and in writing and actively participates in formal and informal meetings and discussions.

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail

  • Must show ability to interpret policies, procedures, and strategies governing the planning and delivery of messaging services to the enterprise.
Customer Service

  • Provides expert technical advice, guidance and recommendations to customer's base, management and to other technical specialists on critical IT issues.
Oral Communication

  • Ability to communicate orally and in writing on complex technical requirements to non-technical personnel and skill in preparing and presenting briefings to upper management on all IT issues.
Problem Solving

  • Ability to identify problems; arranges to have others who possess the correct skill into the process; has in-depth knowledge to determine the accuracy and the significance of the information; uses sound judgment in evaluating alternatives and making accurate recommendations.
AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in applying IT infrastructure, functions, work processes/programs in a medium to large organization, as well as an analytical ability to gather, assemble, analyze facts, draw conclusions and devise solutions to problems.
  • Experience in identifying emerging configuration management policy and planning technology and their applications to the organization's business processes.
  • Experience in communicating orally and in writing to accomplish continuing coordination with the organization's IT program managers/customers.
  • Experience in preparing and presenting briefings to senior management officials on complex IT issues.
  • Experience in networking (i.e., Active Directory, IP protocols, Cisco) as a systems administrator or network engineer.
  • Experience in applying system administration in Microsoft BizTalk, Microsoft Server, Microsoft Exchange and Microsoft SharePoint.
NOTE:
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
