Works under administrative supervision from the Deputy Director 5 (DD5) to organize & coordinate activities of. Fixed Asset Inventory & Fleet Management for the Ohio Department of Youth Service (DYS), Finance & Planning: analyzes, evaluates & develops all policies & procedures related to Fixed Asset Inventory, Voyager Cards & Fleet Management; continuously analyzes & evaluates programs & makes changes accordingly to assure that programs are as efficient & fiscally responsible as possible; directs, analyzes, & evaluates work product of Facility Inventory Control Supervisors & Specialists, & facility staff responsible for the fleet as their work is related to program areas; independently advises Facility Deputy Superintendents, Business Managers, & Regional Business Operations Managers regarding policies/procedures/practices in program areas; develops/implements/manages DYS state-wide asset & fleet management database systems to continuously monitor & evaluate program areas |
Manages & approves DYS purchases, maintenance, & required reporting for program areas: independently responsible for development & submission of DAS annual reports for fixed asset & fleet plan certifications; submits annual agency fleet plan & certification reports to DAS; submits annual fixed asset certification & certification of biennium physical inventory to DAS; approves all new vehicle purchase orders; approves & creates all Voyager purchase orders/invoices for Central Office fleet vehicle repairs & services; approves monthly invoices from Ohio Penal Industries (OPI); manages Central Office; establishes & implements guidelines & time frames for analysis & evaluation of program areas; prepares variety of reports based on evaluation & analysis of program areas; assures that fixed asset & fleet management inventories are continuously updated & accurate.
Train staff & conducts & attend meetings: trains management staff (e.g. business managers, etc) & technical staff (e.g. inventory control supervisors/specialists, fleet managers, etc.) on program areas; presents program information at Deputy Director, Business Manager, & other DYS state-wide meetings; serves as liaison & represents DYS with DAS staff involved in program areas; keeps updated on trends & new policies, etc. in program areas; manages/supports other area in Finance & Planning as needed (e.g. Records, Office of Information Services, etc.)
Serve as primary back up for vehicle assignments; all other administrative duties as assigned (e.g. attend statewide meeting, trainings & conferences represent DYS at all levels of state involvement, etc.), manages/supports other areas in Finance & Planning as needed (e.g., DD, Budgeting, Accounting, etc.).
Completion of undergraduate core program in business or public administration or closely related area.
