TASC provides enterprise systems engineering, integration and analytical decision-support services to the Intelligence Community, Department of Defense and civilian agencies of the federal government. We have a need for a Cost Benefits Analyst to support the FAA’s strategy, planning and analysis of several cost related issues, critical to their everyday business. You will be given autonomy to develop several different cost analyses including, but not limited to:

Business Case Analysis

Best Value Analysis,

Cost-Benefit Analysis

Independent Cost Estimates to support Analyses of Alternatives

Life Cycle Cost Estimates

Cost, Schedule, and Performance Baseline

Activity Based Costing

Trade-Off / What-If Analysis

Will Cost / Should Cost Estimation and Differentiation

In particular, on a day-to-day basis, this role might have you doing the following:

Develop Analysis of Alternatives supported by Cost Benefits Analysis (CBA), Cost Effectiveness Analysis (CEA), Net Present Value (NPV), and ROI analysis

Develop engineering or "bottom-up" method and parametric or “statistical” method to create cost estimates

Review and assess contractor cost estimates for completeness, use of best practices, and cost realism

Use Monte Carlo simulation of the cost model equations to approximate all random inputs to determine cost ranges

Use regression and distribution analyses to examine affordability and rank the marginal impacts of cost drivers

Required Qualifications:
BS in Economics, Business (or equivalent major, and a minimum of 7 years cost analysis experience in the federal government arena with increasing responsibility in the information technology domain with civil agencies or DoD

Demonstrated ability to use software cost estimating tools and expert working knowledge of the Microsoft Office suite

Demonstrated ability to develop analyses, priorities, and solutions to problems within assigned work areas. Demonstrated ability to apply very strong project or technology area knowledge

Strong written and verbal communication skills

Ability to obtain a Government Clearance (Public Trust)

Desired Qualifications:
Understanding of CPIC and the full spectrum of capital planning including application of OMB Circulars A-11, A-130, and A-94

Knowledge in OMB circulars A-11 and A-94 and the GAO Cost Estimating and Assessment Guide

Knowledge of OMB e-300 planning, development, and review support

SCEA Certification strongly desired
