Plans, directs and oversees all operational activities of the Transportation Services; oversees the activities of unit directors and monitors daily operations to ensure the effectiveness and efficiency of operations; ensures that safe, timely and economical service to students eligible for free transportation is provided in accordance with state mandates and District policy; and is responsible for 1,470 routes and transporting 39,339 students by yellow bus for private, non-public and public school students of which 24% are District operated routes and 76% are contractor provided routes.

ESSENTIAL FUNCTIONS
·
Ensure safety procedures are followed, monitored and executed across District and contractor routes. Institute safety standards and new practices as appropriate.
·Proven ability to lead change and transformative practices. Ability to improve service delivery and decrease cost.
·Maximize the efficiency of the student transportation system by developing efficient routes which would allow pairing and the fewest number of buses possible. Provide analysis on the possibility of implementing "tiered" bell times to increase routing efficiency and cost savings.
·Review and execute policy changes while ensuring safe and timely rides for students and meeting new efficiency savings.
·Complete installation and implementation of routing software.
·Develop long and short term plans for route optimization and efficiencies, with associated projected cost savings estimates, that will result in roll out of an optimized route network by 2015-2016 school year.
·Completes a full evaluation of the bus attendant assignments, policies and program execution.
·Achieve goals of all ride times under one hour, all children arrive to school on time, lower accident rate below national standards and reduce transportation costs by 25%.
·Administer and deliver transpasses to student population and respective schools district wide.
·Directs, coordinates and monitors the day-to-day operations of the division, including represented and non-represented staff.
·Supervise, monitor and evaluate the performance of all contractors participating in the "to-from" transportation service
·Perform safety and quality assurance audits on the School District contractors and immediately address and resolve service level and safety issues.
·Develop an improved customer service model that appropriately accommodates the student transportation service delivery model and ensures timely and reliable response to school personnel, parents and community related concerns. Investigate root causes of complaints to identify systemic problems that require new solutions.
·Oversees the immediate resolution of transportation problems which arise during day-to-day operations.
·Works with Principals and appropriate personnel of other departments to resolve student transportation issues
·Determine pupil eligibility for bus transportation.
·Responsible for achieving balanced budget with no deficits each fiscal year.
·Assigns and reviews the work of personnel engaged in performing a variety of tasks pertinent to the execution of transportation services; holds planning and problem-solving conferences with unit directors.
·Meets with and addresses and/or advises a variety of groups, including employees, school administrators, legislative committees, officials of public agencies, and community organizations, contractors, and the public regarding school transportation problems and policies.
·Assesses the feasibility of transportation services and prepares clear, comprehensive reports on all transportation operations.
·Develops cost estimates for projected transportation operations; executes a programmed review of services provided by contractor and transportation providers.
·Establishes, manages, monitors, and administers external contracts for facilities, materials and student transportation services, including forecasting the need for contracted services, procurement planning, contract development, quality assurance, performance monitoring, and management of the services.
·Ensures that policies and procedures pertaining to the provision of transportation services are implemented by participating in continuous and ongoing professional development to stay informed of current trends, i.e Special Education.
·Develops and implements policies and procedures to revise and improve transportation operations.
·Evaluates departmental activities and determines the adequacy of operational procedures.
·Provide monthly key performance indicator (KPI) reports for Transportation Services.
·Oversees the development of intermediate and long range plans.
·Performs related work as required.
