Duties and Responsibilities

Serves as human resource specialist in the UHCC HR Office and performs duties including but not limited to: recruitment, performance evaluation, financial management related to HR administration, & HR training.

Assists in providing limited technical advice to management and personnel at many levels; assists in analyzing human resources issues and matters.

Assists in reviewing and processing visa request documents for visiting international scholars and international selectees to ensure compliance with applicable laws, rules, regulations, policies and procedures.

Assists in drafting and preparing position descriptions, advertisements, and other recruitment documents; monitors recruitment process; responds to queries regarding recruitment process and status.

Assists in maintaining the electronic information, i.e. databases and PeopleSoft records, for employee information, position control, leave documentation, etc. and ensures accuracy and appropriateness of appointments, actions, etc.

Assists in reviewing personnel actions and inputs and generates PNFs for new hires, changes, terminations using PeopleSoft data systems for compensated and non-compensated employees.

Assists in establishing, maintaining and updating record-keeping of UH and RCUH employees in accordance with applicable UH and RCUH policies and procedures.

Assists the lead personnel officer in sending out reminders on annual Graduate Assistant contract renewals and annual RCUH and APT evaluation to Principal investigators and supervisors.

Performs fiscal duties related to HR administration; preparation of vacation payout spreadsheets, monitoring employees on extramural accounts to ensure NTE dates are accurate; advises fiscal and departmental staff when NTE dates are approaching, etc.

Assists the fiscal officers in account allocation of RCUH employees on RCUH Human Resources Portal on a timely manner to comply with the award end date; assists in processing UH and RCUH Journal voucher to correct the account allocation.

Assists in the follow ups with different Center programs the bi-weekly RCUH timesheet submission; provides fiscal specialists selected RCUH timesheets as required by different funding agencies.

Ensures compliance with federal and state laws, UH and RCUH policies and procedures and acceptable HR practices.

Minimum Qualifications

Possession of a baccalaureate degree in business administration, human resources management, or related field and 0 year(s) of progressively responsible professional experience with responsibilities for N/A; or equivalent education/training or experience.

Functional knowledge of principles, practices and techniques in human resource administration demonstrated by knowledge, understanding and ability to apply concepts, terminology.

Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resource administration.

Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources area.

Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

Demonstrated ability to operate a personal computer and apply word processing software.

Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Demonstrated ability to use database and spreadsheet software.

Ability to establish and maintain rapport with faculty and staff.

Desirable Qualifications

Ability to exercise judgement, tact, patience and discretion in applying and explaining policies and procedures.
