The primary purpose of this position is to provide a professional Instructional Systems Specialist to advise key officials, members or boards and committees, and military and civilian program managers on all aspects of policy, planning, review, and research as it relates to an instructional system development mission specifically the F-35 joint Strike Fighter (JSF) program.

·

Serve as the Project Officer/Quality Assurance Representative for the F-35 joint Strike Fighter contract and oversee and evaluate contractor delivery of a complete educational system from development through execution involving new and innovative methods for effective formal training in the areas of pilot training.

·

Manage all technical aspects of policy development, planning, review, research, and program execution, as it relates to the ATC instructional system development effort.

As senior Instructional Systems Development (ISD) consultant, provide professional advice, problem solving and instructional/training expertise to the commanders as requested/directed.

·

Represent the Academic Training Center with a variety of installation and functional area organization.

Coordinate with USAF, AETC, and numbered Air Forces to ensure curricula delivery meets these customer’s discrete instructor, courseware, and competency requirements.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include

comprehensive mastery of broad technical and management skills to effectively monitor contract compliance with contract requirements; comprehensive mastery of contract administration and remains current in the latest techniques for verifying contractor compliance; comprehensive mastery of a wide variety of instructional design principles and methods sufficient to plan coordinate and design instruction for full-length courses or complex development areas; comprehensive mastery of a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives; comprehensive mastery of a wide variety of instructional development methods and the specialized subject matter areas to serve as a resource consultant and advisor sufficient to develop and revise instructional materials which result in complete and full-length training products from specialty areas or career management fields; comprehensive mastery of a wide variety of complex instructional technologies and methodologies such as interactive courseware and distant learning sufficient to design and develop instructional programs which utilize complex technological applications.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth, professional knowledge of learning theory and the principles, methods, practices and techniques of one or more specialties of the instructional systems field; to include instructional design, occupational analysis, instructional materials development, training aids, and devices, instructional services, instructional program evaluation, tests and measurement, or instructional program administration.

2. Knowledge of methods, procedures and materials development and skills sufficient to review or develop complete full-length courses or major course units for use in training pilot/aircrews. Relationship to the course specialties is only that of the common system.

Operations, maintenance and security are some of the specialty areas required.

3. Knowledge of DOD contracting laws and quality assurance/quality control, including those areas that are permitted/not permitted by government representatives.

4. Skill in communicating with others in a courteous, tactful, and diplomatic manner to gain their cooperation in achieving goals.

5. Ability to apply specialized knowledge where new or changing circumstances effect work required or varied approaches or adjustments in methods from those in existence or current use.

6. Ability to administer the quality assurance provisions of the training systems contract; ability to apply accepted aircraft safety and security regulations, practices, and procedures.
