This position provides vision, leadership, planning, project coordination, and management for the development of a cost-effective HR department. This position also supervises employee relations functions. Additionally, the position is responsible for all human resources related duties such as employee relations, training, employment, compensation, benefits, labor relations, labor laws compliance, policy creation and interpretation, affirmative action, safety, health and employment equity programs.
Manages various phases of functions related to employee and public relations including issues, concerns, investigations, etc.
Manages various phases of functions related to Compensation and Benefits
Manages various phases related to employment/staffing-assessing and making recommendations to management concerning manpower resources.
Manages various phases of functions related to safety
Manages various phases of functions related to training and coaching
Manages various phases related to accounting/budget/manning
Manages various functions related to payroll
Manages various functions related to recruiting
Manages various reporting functions
Manages various phases of miscellaneous special projects and tasks
Manages various administrative functions including badges, uniforms and evaluations
Communicates frequently with internal contacts and occasionally with external contacts regarding various issues.
Coordinates with staffing agencies
Performs other duties as necessary.

EDUCATION AND EXPERIENCE
The incumbent must:
Have a high school diploma or GED
Have a Bachelor’s Degree in a related discipline and generally five plus years experience in a related field
An advanced degree and generally four plus years experience in a related field.
Certification may be required in some areas.
Have experience working with integrated computer programs and/or applications.
Have strong communication, administrative and organizational skills, and the ability to coordinate multiple projects and programs.
Be able to pass all background checks and pre-employment tests, including any required drug test.
Be able to maintain the confidentiality of any information s/he encounters.

SPECIALIZED SKILLS AND KNOWLEDGE REQUIRED
Intermediate to advanced experience (beyond basic data entry) working with computer applications such as Word, Excel, Lotus Notes, PowerPoint, and other presentation applications and/or software.
