This position will support the recruitment of long-term and short-term expatriates and host country national professionals for staffing new business development proposals and existing development programs. The Recruitment Specialist will serve on proposal teams to identify competitive personnel who meet or exceed procurement personnel requirements. S/he will also support recruitment efforts for short-term technical assistance (STTA) for existing programs which entails keeping abreast of pending opportunities, in-house resources, and/or creatively sourcing candidates for these specific roles.
Required (Basic) Experience & Education:
Bachelor's Degree in International Relations, Business, Human Resources Management or other related field.
Required Competencies & Other Skills:
Demonstrated recruiting experience including presenting and negotiating employment agreement contracts;
Must have strong collaboration and facilitation skills as well as demonstrated ability to exercise judgment and discretion in establishing and maintaining good working relationships with all levels of employees;
Previous success recruitment for international professionals and international teams;
Ability to manage recruitment under high stress and impending deadlines;
Willingness and ability to travel to remote international locations, including conflict countries (up to 30%);
Solid communication skills (written, verbal), fluent in English, active listener, customer-focused, and demonstrate unquestionable ethics and values;
Ablity to research information and analyze data to arrive at valid conclusions, present facts and ideas clearly and concisely, both orally and in writing, make recommendations effectively, and execute plans of action;
Must have excellent organizational skills with an emphasis on attention to detail and accurate recordkeeping;
Must be proficient in MS Word, Excel, and experienced with recruitment database systems.
Must possess knowledge of the principles, practices, and procedures of Human Resources Management;
Preferred Experience & Education:
Preferred Competencies & Other Skills:
Prior experience with USAID, USDA and/or other donor proposal development and recruiting practices;
Previous experience with compensation and employment rules & regulations under US Government-funded activities;
Background or experience in agriculture and food systems;
Fluency in a second language; French preferred.
