Substation Engineering Manager City of Garland -
Garland, TX
Responsible for coordinating, scheduling and administering the construction, installation and maintenance of substation facilities. Also responsible for preparing the operating budget.
Number of Direct Reports (include titles) 3 T&D Substation Supervisors, 1 Substation Engineer, 1 Project Designer I and 1 Administrative Assistant
Number of Indirect Reports (include titles) 6 Substation Technicians, 2 Relay Tech I, 1 Relay Tech II
Financial & Budget Responsibility Prepare budget documents and make recommendations for budget allocations.
Essential Job Functions
1) Coordinate divisional activities with other divisions, departments and organizations.
2) Administer the day to day scheduling of the substation area and work with others when sharing resources.
3) Oversee and ensure the proper installation, maintenance and removal of substation equipment and apparatus.
4) Provide oversight and employee training for maintenance of all substation equipment; including weed control, fences, buildings and gravel.
5) Prepare and administer the substation budget.
6) Oversee the installation, maintenance and trouble-shooting of transformers, breakers and protective relays.
7) Supervise the maintenance of telecommunication and related electrical equipment.
Preferred Knowledge - Abilities & Skills
Education/ Experience
Post graduate work in power system studies or related area
10+ years Substation Maintenance, Construction or Design
5-7 years management experience in Electric Utility
Knowledge, Skills & Abilities
Skills in Microsoft Office and Project Management software
Extensive knowledge of substation design/construction methods and practices
Extensive knowledge of substation system operations
Ability to manipulate computer design, simulation tools and modeling software applications
Extensive knowledge of Environmental Protection Agency (EPA), Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT) and other regulatory agencies standards and practices
Comprehensive understanding of planning and budgeting in regards to projects
Comprehensive knowledge of project management, engineering specifications, construction permitting, site approval, etc.
Licenses & Certification
Valid Class C Texas driver's license
Professional Engineer License (P.E.)
Physical Tasks & Working Condition
The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Occasional exposure to unpleasant environmental conditions and/or hazards may be required during field visits.
4 year college degree in Electrical Engineering
Professional Engineer License (P.E.)
10 years related experience
5 years management experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
