Actively supports and upholds the City’s stated mission and values. Employees of this classification are responsible for operational level decision making (decisions on carrying out the operations of the selected process.) Duties require a moderate degree of difficulty/diversity compared to other positions in the same grade. Under direction of the Code Compliance Manager, employees of this class perform day-to-day activities associated with outreach, education, and volunteer coordination, and assists with enforcement of the City Code primarily for such issues as accumulation of litter, abandoned vehicles, solid waste, and safe sidewalks, and secondarily Title 10, Zoning Code.

This position is FLSA non-exempt.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Participates, from initial intake of complaint to final resolution, in the full range of compliance and enforcement activities to ensure compliance with for example, the City’s safe sidewalk, accumulation of litter, abandoned vehicle, and solid waste codes, and is expected to handle difficult or sensitive situations including identification of code violations, notifying the property owner, and working with them toward compliance or abatement.
  • Provides assistance as required with enforcement of Title 10, Zoning Code, for such issues as temporary business signs.
  • Organizes and oversees volunteer events and activities associated with the City’s litter prevention efforts including neighborhood clean ups, other volunteer clean ups, and beautification projects.
  • Coordinates all activities associated with the City’s Adopt-a Programs (e.g. Adopt-an-Avenue, Adopt-a-Park, or Adopt-a-Trail) including recruiting volunteer groups, organizing databases, arranging for participant signs and installation, and maintaining contact with groups to ensure active participation.
  • Coordinates with the Solid Waste Section to ensure timely pickup and proper disposal of litter cleaned up by volunteer groups.
  • Issues letters and notices of violation to gain compliance for routine violations.
  • Conducts follow-up inspections to assure violations are discontinued, corrected, or abated.
  • Signs complaints and testifies in Court when legal action is necessary.
  • Responsible for the proper and accurate record keeping of activities and files relating to the Code Compliance Program.
  • Attends neighborhood and/or service organization meetings and works with neighborhoods to resolve problem areas, when required.
  • Assists with formulating and monitoring budget for assigned area of responsibility.
  • Prioritizes day-to-day activities in order to reach goals and objectives.
  • Makes recommendations to the Code Compliance Manager regarding operational procedures.
  • Creates and organizes the Code Compliance Program’s quarterly submittal for Cityscape, as well as other similar publications.
  • Utilizes media sources to promote the activities and goals of the Code Compliance Program including radio and print advertisements.
  • Promotes the activities of the Code Compliance Program at schools, civic group meetings, and other organizational meetings throughout the community.
  • Maintains an appropriate inventory and arranges for distribution of litter clean up supplies including bags, gloves, tools, etc. for volunteer groups and organizations.
  • Coordinates activities associated with Code Compliance projects such as larger scale neighborhood clean-ups.
  • Follows federal, state, and local laws and regulations and City policies and procedures.
  • Performs related duties as required including as needed, work at night or on weekends.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to coordinate projects in a timely, efficient manner.
  • Technical skills and knowledge of the City Code in areas associated with outreach, education, and enforcement.
  • Ability to work as part of a team to carry out the mission and goals of the Planning and Development Services Section.
  • Ability to understand, interpret, and enforce the City Code.
  • Strong communication skills, both written and verbal.
  • Ability to establish and maintain effective working relationships with City employees, outside agencies, contractors and the general public.
  • Ability to properly use, care for, and maintain equipment used in work activities.
  • Ability to work with minimal direct supervision.
  • Ability to represent the City in a professional manner while trying to gain compliance with City Code requirements through the enforcement process.
  • Ability to work as part of a team to carry out the mission and goals of the Planning and Development Services Section.
MINIMUM REQUIREMENTS

  • High school diploma or G.E.D.
  • Two years of environmental or code compliance experience.
  • One year of personal computer experience, including Microsoft Office software and the Internet.
  • Or any combination of education, experience, and training equivalent to the above minimum requirements.
DESIRED EXPERIENCE AND TRAINING

  • Two years experience working within the Flagstaff community.
OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona drivers license.
  • Regular attendance is an essential function of this job to ensure continuity.
