The candidate that is selected will be responsible for providing support for the PHI System Protection and Control Department. This position performs detailed work that conforms to all project/task requirements that require a sound understanding and application of engineering theories, standards, concepts, techniques as well as knowledge of engineering/industry standards associated with the design, procurement and construction of protection and control systems associated with electric utility substations.

PHI is posting a position that will be filled at the Sr Engineer or Lead Engineer level. Those candidates who meet the minimum requirements for the Sr Engineer or the Lead Engineer positions will be interviewed. The most qualified candidate, from either level, Sr or Lead Engineer, based on the Structured Interview, will be hired.

Position Requirements

Senior Engineer

Required:
Bachelor of Science in Electrical Engineering (ABET accredited).
6 years of progressive, relevant engineer experience as described below (including experience as an Engineer 2) OR the equivalent combination of education, experience and/or training demonstrating the following skills:
  • working independently on routine projects and/or under guidance on special projects, effectively incorporating engineering theories, standards, concepts, and techniques as well as engineering/industry/government codes and regulations;
  • performing and interpreting engineering analyses and/or economic data analyses for engineering projects, using specialized utility programs and/or vendor-specific software;
  • developing creative solutions to problems of above-average complexity;
  • managing multiple engineering projects/assignments and ensuring work conforms to project/task requirements, including coordinating work across different areas, departments and/or work groups;
  • identifying the need for new projects/initiatives and recommending a solution;
  • mentoring engineers and others in a variety of engineering projects/activities;
  • keeping abreast of new equipment, methods and developments in an engineering specialty.
Experience demonstrating skill presenting oral and written results of engineering projects.
Experience demonstrating skill reading and interpreting engineering and construction drawings, including substation secondary drawings and protective relaying and control schematics.
Experience demonstrating skill calculating relay settings and performing short circuit calculations.
Experience demonstrating skill using PC-based word processing, spreadsheet, presentation, database, analytical and e-mail software.
Ability and willingness to travel to various company locations and work sites.
Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies.
Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local and PHI regulations (for example, steel toed shoes, rubber gloves and sleeves, hard hat, fire retardant clothing).
Ability and willingness to work in a variety of work environments which may include outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, climbing, underground and in noisy and dirty environments with proper Personal Protective Equipment (PPE).
Must possess a valid driver’s license.
Must successfully pass a Criminal History Records Check.
Must successfully pass a medical screening to include a drug test.
This position is a NERC Regulated position. As such, a background check will be conducted on the incumbent every seven years. Additionally, the incumbent will be required to complete annual NERC compliance training.

Preferred:
Professional Engineer (PE) license.
Experience demonstrating skill using design software (for example, CAD software, Visio).
Experience demonstrating skill using ASPEN and/or CYME engineering software applications.
Knowledge of utility communication equipment/systems within traditional applications (i.e. RTU’s, power line carrier, audio tone, fiber optic equipment).
Knowledge of Ethernet communication networks.

Lead Engineer

Required:
Bachelor of Science in Electrical Engineering (ABET accredited).
Minimum eight (8) years of progressive, relevant engineer experience as described below (including experience as a Senior Engineer) OR the equivalent combination of education, experience and/or training demonstrating the following skills:
--Performing complex work independently, effectively incorporating engineering theories, standards, concepts, and techniques In the area of System Protection & Control as well as engineering/industry/government codes and regulations and communication protocols (specifically, IEEE, ANSI, NERC CIP, NEC, NESC, NEMA, DNP 3.0, Modbus, IEC 61850).
--Performing and interpreting engineering and/or economic data analyses for LARGE AND/OR COMPLEX engineering projects, using specialized utility programs, and/or vendor-specific software.
--Developing creative solutions to COMPLEX System Protection & Control related problems to include developing algorithms for automation and control, human machine interfaces (HMI) for electrical substations, substation Local Area Networks, and networking distributed devices such as protection relays.
--Managing multiple COMPLEX engineering projects/assignments and ensuring work conforms to project/task requirements to include leading SCADA and Protection activities for EHV & HV electrical substation and Distribution Automation projects.
--Identifying the need for new COMPLEX projects/initiatives and recommending a solution to include designing and developing engineering standards related to substation distributed RTUs.
--Mentoring engineers and others in a variety of engineering projects/activities.
--Keeping abreast of new equipment, methods and developments in an engineering specialty to include commissioning, evaluating and troubleshooting SCADA and Protection systems and associated equipment.
--Evaluating operational performance of SCADA and Protection systems and associated equipment.
--Interpreting, creating and checking engineering sketches, relay and control elementaries, wiring diagrams, etc.
Extensive experience demonstrating skill presenting oral and written results of engineering projects.
Experience demonstrating skill using PC-based word processing, spreadsheet, presentation and e-mail software.
Experience demonstrating skill using design software (for example, AutoCAD, Microstation, Visio).
Experience demonstrating working knowledge and adherence to NERC CIP and PRC standards requirements, as well as RFC standard requirements, applicable to Protection & Control.
Ability and willingness to travel to various company locations and work sites.
Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies.
Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local and PHI regulations (for example, dielectric footwear, rubber gloves and sleeves, hard hat, fire retardant clothing).
Ability and willingness to work in a variety of work environments which may include outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, climbing, underground and in noisy and dirty environments with proper Personal Protective Equipment (PPE).
Must possess a valid driver’s license.

Experience demonstrating skill using ESRI GIS and ASPEN 1-Liner software.
