MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in computer systems programming; systems, database, or network enterprise system support (hardware or software level); or electrical engineering. Two years of this experience must have been in systems, database, or network enterprise system support.

SUBSTITUTIONS:
Experience or training in computer systems programming, computer operations, network communications, production control, electronic technician work, or computer systems liaison work may be substituted for the required college training on the basis of one year of experience or training for two years of college.
An associate degree in computer science may be substituted for the required baccalaureate degree.

Twelve months of microcomputer network support or related software support duties equivalent to those of an Information Technology Office Specialist 2 (providing support for both stand alone and networked microcomputers as well as use of sophisticated scripting macros)will substitute for the required baccalaureate degree. NOTE: With rare exceptions, classified employees must have served as an Information Technology Office Specialist 2 in order to qualify.

Twelve months of professional level computer programming or technical support experience will substitute for the degree.

Completion of a full-time comprehensive data processing course approved by the Department of Civil Service which included extensive emphasis on system programming may be substituted for the required baccalaureate degree. For less than completion of the course, credit will be allowed under the first paragraph for substitutions. All training must have been resident study.

Verifiable experience in computer systems programming; or in systems, database, or network enterprise system support (hardware or software level) at a Louisiana State agency as a student worker enrolled in any baccalaureate degree program will substitute for a maximum of one year the required professional experience on a month for month basis. A letter from the agency employing the former student must be submitted with the application and retained as part of the former student worker's record.

A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis-computer science, electrical engineering, information systems and decision sciences, computer engineering, telecommunications, or computer information systems will substitute for one year of the required general experience.

A masters degree in the above fields will substitute for one year of the required general experience.

NOTE:
A baccalaureate degree and a masters degree in the above qualifying fields will substitute for a maximum of two years of the required general experience.

NOTE:
There is no substitution for the two years of required specialized experience.

NOTE:
Enterprise systems support refers to the type of system for which support is being done. For example, stand alone PC support is not qualifying versus LAN system support which is qualifying. System software, database and network (LAN, WAN) are three types of enterprise system support.

Division Office: Content Job Focus:
This position is essential to the implementation of the Course Choice Program and is responsible for the day-to-day, administration, troubleshooting, and maintenance of server systems throughout the enterprise. Specifically, this position is charged with providing support and configuration for server systems upon which the packaged and custom applications of the enterprise are installed. The position supports enterprise-class server systems for a variety of business needs and challenges and communicates clearly with end-users, peers, and management, providing technical support and troubleshooting. Job Distinctions:
Differs from the lower level technical support jobs by the presence of responsibility for coordination of several specific areas of software/hardware for systems, database or network support that have agency-wide impact, involving project responsibility, performing as the primary technical advisor in the assigned systems area, the evaluation and recommendation of software/hardware products and greater vendor and user contact.

Differs from Information Technology Technical Support Consultant-DCL by the absence of project management duties, and designation as a Dual Career Ladder Job.

Examples of Work:
SYSTEMS SOFTWARE:
Evaluates and recommends the selection of vendor supplied software packages; recommends and prepares specifications for modifications and customization of purchased software.

Coordinates the installation, maintenance, and modification of vendor-supplied software (e.g., operating systems, communications managers, database management systems, compilers) for a system or complex network supporting applications critical to state business functions (often requiring after-hours scheduling due to extensive availability requirements).

Coordinates the design, development, and installation of in-house software packages (or modifications to vendor packages) by designing work and specifications. Consults regularly with vendors concerning software and/or hardware problems, resolutions, and system and network performance.

Advises and consults with end-users, administrators, technical support personnel and management consultants, performing network design, designing and providing documentation, instruction, problem analysis and education pertaining to specific and highly complex areas of software and network performance.

DATABASE:
Establishes departmental policy with regard to: data definition and data relationships, database design, database implementation, database operation, database security, and data accessibility.

Performs or supervises and directs personnel responsible for database planning and administration, the liaison between users and the database administrator, the establishment of database standards and procedures, database security, database documentation, and application technical support.

Coordinates dissemination of information regarding present and future database resource (personnel, software and hardware) requirements to senior and middle management.

Represents the department's database activities in various user groups and other entities within and without state government.

Reviews and determines the feasibility and advisability of proposed additions and modifications to the database.

NETWORK SUPPORT:
Installs and customizes software and hardware in order to manage, monitor, and otherwise support an extensive enterprise computer systems network (including mainframe(s), LANs and/or WANs, communications lines, etc.).

Supervises and directs the activities of network technicians in the installation, service, and performance analysis of all telecommunication equipment in the network.

Reviews and approves vendor charges for maintenance or repair services rendered.

Monitors network hardware resources through the implementation of a network inventory system.

Designs and implements a communications system connecting the various components of an enterprise network.

Consults with vendors in the evaluation of software and hardware used in the management of the enterprise network.

Consults with users on various requirements and participation in the enterprise network.

Monitors and evaluates performance and efficiency of an enterprise network.

Establishes and manages configuration data on network software and hardware components.

Develops strategy and recommends and documents standards and procedures for enterprise or local area network participation and functions.

Monitors all attached devices in a complex LAN environment, such as work stations, servers, bridges, multi-station access units, etc.; analyzing performance, diagnosing performance problems, and performing load balancing.
