As a Senior Information Specialist in the Infrastructure and Operations, Management and Controls office, you will perform the full range of project management activities. You will plan, install, configure, test, implement and manage the systems environment in support of the agency’s IT architecture and business needs.

KEY REQUIREMENTS

DUTIES:
As a Senior Information Technology Specialist, you will:
Plan short-, medium-, and long-range objectives and recommend ways to achieve them for an assigned segment of the enterprise. Serve as a technical advisor to the director and senior managers on planning, liaison, construction, and/or implementation of information technology products for the assigned unit. Make recommendations to management on the information technology needs of the organization. Identify and resolve complex IT problems or issues that cross functional boundaries. Recommend training for OCC personnel on the use of office automation, microcomputer, information delivery systems, and other technology initiatives. Communicate with business unit customers of the direction of information technology initiatives.

Perform full range of project management activities. Manage multiple projects, some large or complex, through the systems development life cycle from project initiation, through requirements, design and development, testing, implementation, maintenance, and retirement, using a standard methodology. Lead project staffs responsible for managing, administering, developing, and/or maintaining information technology software applications. Coordinate project activities in order to ensure that efforts are initiated and completed on schedule and within budget. Develop and maintain project plans. Serve as a Team Leader, as needed. Promote teamwork in Information Technology Services. Develop project plans and resource estimates, assign tasks, provide guidance and monitor progress.

Design, develop, and implement an industry-standards based Problem Management Framework/Process and integrate into the OCC’s IT support processes. Manage the lifecycle of IT infrastructure problems. Develop procedures that harmonize with established Tier 0 and Tier 1 practices to improve the knowledge base and error database.

QUALIFICATIONS REQUIRED:

SELECTIVE PLACEMENT FACTORS Candidates must possess the following Selective Placement Factor to be considered qualified for the position.

Demonstrated experience working on information technology infrastructure projects pertaining to the maintenance and operations at a data center. This experience includes project management, problem management, managing technology refreshes and decommissioning the information technology infrastructure. AND

Specialized experience : you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OCC NB-V grade level. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes: designing, developing, implementing, and continuously improving an industry standards-based Problem Management Process Model; designing and implementing an escalation process for problem and incident management; designing and maintaining a Problem Management Reporting Strategy; developing an IT Service Management tool; designing a Quality Assurance Plan and performing Quality Assurance & Verification of Problem Management Model.

Your demonstrated knowledge and experience in leading the development and implementation of an enterprise-wide industry standards-based IT Problem Management Model that has resulted in quantifiable increases in customer satisfaction, service quality, timeliness, reliability and consistency in delivering IT Infrastructure Services.

Your demonstrated experience in customer relationship management, to include building partnerships with customers and infrastructure engineers, quickly and effectively resolving customer problems, meeting or exceeding customer expectations and service levels, serving as the customer advocate within the IT organization and fostering collaborative relationships with application, infrastructure, security and governance teams that improve service delivery and customer satisfaction.

Your demonstrated experience managing server refreshes and data center improvements and decommissioning legacy infrastructure environments including servers, networks, communications devices, software, and facilities.

Category Rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories (Outstanding, Excellent, or Qualified) depending on your experience and education related to this position. Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
