Req# 134520BR Position Title Senior Counsel Position Summary
Provides legal advice and recommendations for action to executives and management, which have or may have a sizable dollar impact on business activities and operations. Leverages knowledge of legal specialty in providing counsel and builds knowledge of the business through various functional assignments. Influences initiative outcomes, process and expected schedules. Researches legal principles and precedents, consults with outside counsel as necessary, drafts and execute legal documents, gathers relevant information using multiple sources and methods, provides work guidance to other professional, paraprofessional and support staff in developing solutions to problems presented. The ideal candidate will have substantial experience working with multiple stakeholders in developing and advocating legal and regulatory policy positions involving spectrum matters. Additionally, the ideal candidate will be expected to function as a spectrum regulation subject matter expert in a collaborative, collegial and entrepreneurial work environment. Excellent writing skills and excellent interpersonal skills are required. This position reports directly to the Vice President Government Affairs – Spectrum. The incumbent will: (1) interface with Sprint’s business and technical organizations to coordinate federal regulatory activities with the Company’s strategic objectives involving spectrum access or spectrum use; (2) assist in developing, presenting and advocating Sprint’s legal and regulatory strategies in spectrum management, allocation, and licensing proceedings before the FCC, other federal agencies and/or Congress, including mergers and/or spectrum assignment transactions; (3) prepare summaries and inform company officials on spectrum policy, allocation, assignment and other proceedings at the FCC, Department of Commerce, the U.S. Congress and other regulatory bodies; (4) support legal and regulatory compliance efforts with Sprint business and technical organizations; (5) develop and maintain positive relationships with industry stakeholders; and (5) conduct research on topics of communications and administrative law, draft and review comments, responsive pleadings and support materials in FCC and other regulatory proceedings. Performance of these duties includes extensive coordination with Sprint engineers, business leaders, and economists as well as other carriers and industry trade association and technical organizations. Basic Qualifications

  • Juris Doctorate required
  • Five years legal work experience as an attorney in a corporate environment
  • Current state bar license and eligible to obtain license from state where position is located
Preferred Qualifications · J.D. and at least eight (8) years of experience in FCC regulatory practice, including spectrum-allocation and spectrum-management proceedings.
  • Excellent legal writing skills.
  • Excellent oral advocacy skills.
  • Familiarity with federal administrative law, the Federal Communications Act of 1934, as amended, and federal rules and regulations surrounding acquiring spectrum through auctions, the secondary market or other processes.
  • Excellent interpersonal skills.
  • An in-depth understanding of the importance of and role of competition and innovation in the U.S. wireless marketplace.
