Brief Description of Duties: The incumbent serves as Manager of Market Research and Analysis Branch. In his capacity, he/she is responsible for planning, implementing and coordinating activities of the Compliance Analyst related market trends and issues that affect design, development, access/distribution, use, and expected results of financial products and services offered to individual and business consumers in the District. Work is focused on developing and coordinating information to support market initiatives and /regulatory actions that improve protections for individual and business consumers against abusive financial products, services and/or practices by individual and corporate entities.
Education Requirement: It is desirabel that the incumbent possess a Bachelor's Degree in a related field.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Substitution of Education: A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards. However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.
Time-in-Grade Restrictions: Time in grade restrictions must be met by the closing date of this vacancy announcement.

Ranking Factor #1: Mastery of financial market transactions and the implications of risk finance operations within and across industry sectors. Mastery of market convergence, and familiarity with products and services typically provided by insurance, securities and banking firms.
Ranking Factor #2: Ability to identify current and emerging trends in financial operations, which could create market transaction problems, and define regulatory remedies to reduce or eliminate market dislocations. Ability to develop and conduct market segment studies aimed at determining key drivers for new financial products and services.
Ranking Factor #3: Mastery of and skill in problem solving negotiation strategies, and project management to conduct in-depth research and analysis; and mastery of management skill and experience in planning, organizing, and direct team study work, and negotiating effectively with management to accept and implement recommendations.
Ranking Factor #4: Demonstrated skills and experience in providing leadership in managerial capacity and in providing leadership in a team-based environment; and the ability to set appropriate work standards and to hold people accountable for their performance.
Conditions of Employment
Working Conditions: The work is performed in an adequately lighted, heated and ventilated office environment.
Physical Effort: The work is predominately sedentary in nature; however, intermittent period of walking, standing and carrying of light weight objects are encountered. Mental and physical stability is required.
Other Significant Factors (At-Will): At-will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Employee Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment.
