DEPARTMENT OF THE ARMY Vacancy Announcement Number: NEAG10713260 Opening Date: December 27, 2010 Closing Date: January 06, 2011 Position: Human Resources Specialist (HR Development), GS-0201-12 Salary: $74,872 - $97,3 Annual Place of Work: Civilian Human Resources Agency (CHRA), Northeast Regional Directors Office, Human Resources Development Division, Aberdeen Proving Ground, MD Position Status: This is a Permanent position. -- Full Time Number of Vacancy: 1 Duties: The incumbent plans, delivers and administers a major functional segment of the regional employee development program. Designs and/or administers an automated training needs assessment survey to support a human resources development program for the region and identifies appropriate training solutions, to include professional training and development as well as high level management and leadership training. Plans, administers or directs long-range plans and specific projects to satisfy regional training requirements.

Management advisory services are provided directly to top management officials of the assigned organizations who consider the training and development program to be of critical importance or top priority to the organization mission. Furnishes recommended training plan to installations, identifies courses which will be provided by the region and those which must be procured locally. Devises a cost effective training delivery system and methodology. About the Position: Aberdeen Proving Ground is situated on more than 72,500 acres in Harford County, MD, and offers recreation, sports, golf, pools, and on-site child/day care facilities.

General Schedule * Applicants must possess one year of specialized experience equivalent to the GS-11 level that included: (1) designing, delivering and evaluating strategic civilian workforce training/development programs (2) knowledge of Human Resources Development (HRD) learning theories, concepts, practices and laws and regulations sufficient to provide advisory services to management and employees, and (3) performing individual and organizational needs assessments and identifying resource and budget requirements for training/development plans. * GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level. * The experience described in your resume will be evaluated and screened for the Office of Personnel Managements basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.
