Designs and/or administers an automated training needs assessment survey to support a human resources development program for the region and identifies appropriate training solutions, to include professional training and development as well as high level management and leadership training. Plans, administers or directs long-range plans and specific projects to satisfy regional training requirements.
Management advisory services are provided directly to top management officials of the assigned organizations who consider the training and development program to be of critical importance or top priority to the organization mission. Furnishes recommended training plan to installations, identifies courses which will be provided by the region and those which must be procured locally. Devises a cost effective training delivery system and methodology. General Schedule * Applicants must possess one year of specialized experience equivalent to the GS-11 level that included: (1) designing, delivering and evaluating strategic civilian workforce training/development programs (2) knowledge of Human Resources Development (HRD) learning theories, concepts, practices and laws and regulations sufficient to provide advisory services to management and employees, and (3) performing individual and organizational needs assessments and identifying resource and budget requirements for training/development plans. * GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level.
