Supervise the staff and work production of civil engineering/construction services technical work unit for a wide range of transportation projects (highway, roadway, bridge, aviation, Advance Traffic Management Systems and facility projects); provide leadership, direction and technical guidance to staff to ensure that quality technical services are provided to clients and that the unit meets its operating performance targets; manage project production, project acquisition/client relations and financial management to ensure quality, client satisfaction, continued production backlog and profitability of all projects within the work unit; oversee P&L for annual revenues over $2 million; identify staffing needs based on future workload and manpower projections, recruit/hire/terminate staff, recommend salary levels for new hires, initiate salary and position adjustment actions for staff, conduct semi-annual performance reviews and annual career planning sessions with direct reports, etc.; develop and maintain project work plans and production workload projections for state/local government construction projects, including within community improvement districts; monitor manpower requirements; take appropriate actions to ensure project deadlines are met according to schedule and priority considerations; work with project managers to ensure projects are properly scoped, budgeted, scheduled and managed, appropriate Oracle data has been entered and is maintained, monthly client billings are timely and accurately completed, outstanding accounts receivable are followed up on and collected, and monthly project percent completes are completed and entered in Oracle; oversee financial performance of projects being produced and/or managed; conduct periodic QA compliance audits on current or recently completed projects; participate in the development of annual and strategic plans and carry out those components that relate to the work unit; actively pursue new project opportunities for the work unit and the firm by maintaining contacts with current and prospective clients; participate in the evaluation of new project opportunities and recommend go/no-go action to senior management; identify project proposal preparation and interview teams and develop project marketing budgets; participate in preparing for and conducting contract negotiations with clients and subconsultants; review and recommend project budgets for approval by senior management; and provide input and recommendations concerning final write-offs and past-due accounts receivable.
Must have a Bachelor of Science degree in civil engineering or related field (willing to accept foreign education equivalent) as well as 7 years of construction services experience, at least 3 of which must be project management/supervisory experience, including P&L and operational oversight or, alternatively, a Master of Science degree and 5 years experience as noted above.
