The Technical Advisor (TA) works with the Director and Deputy Directors for Technical Strategy and Quality, to design, refine and implement technical strategies and approaches for implementation in the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) program and other CPM projects. He/she also supports the development and implementation of programs to ensure that CPM’s technical work meets high quality standards and achieves intended objectives, aligned with MSH’s Results Management Framework and Strategic Roadmap. The TA conducts desk- and field-based operational research to support strategy development, position papers, and other technical activities aimed at strengthening pharmaceutical systems, supply chain management or pharmaceutical services in developing countries. Under guidance from senior staff, he/she provides support to program technical activity evaluation, reporting, and knowledge management activities.
CPM Technical Frameworks, Strategies, and new Initiatives
Conduct desk-based research to support updating and refining of CPM technical frameworks.
Conduct desk-based and/or field-based activities to support development of CPM position papers and initiatives ( e.g., medicines coverage under universal health care, improving access to health technologies for diagnosis and treatment of chronic diseases, introduction of new health technologies ).
Work with Technical Strategy and Quality Director and Deputy Director to support effective application of CPM technical frameworks in the various CPM projects.
Operations research support
Participate in the design and implementation of CPM pharmaceutical sector assessment and options analysis activities including the development of tools and implementation of data analysis plans; also assist in data interpretation and technical activity reporting.
Participate in pharmaceutical sector human resource capacity assessments and collaborate with senior technical staff and the Capacity Building and Performance Improvement Unit in the development of capacity building and training materials.
Technical Quality and Results Management
Participate in reviews of designated program technical activity products ensuring quality of program deliverables.
Participate in the development of communication materials, presentations, articles, concept papers, abstracts and posters for presentation of program technical products to various audiences and forums.
Provide writing and analytical assistance as needed to produce reports and technical briefing documents aimed for publication.
Attend technical and brown bag informational meetings when required and prepare related briefs for senior technical staff.
New Business development
10. Work with the CPM/TSQ Director, CPM/TSQ Deputy Director and other senior CPM program managers to develop new business for the center, including developing and maintaining relationships with existing and potential clients and preparing funding proposals as needed.
11. Participate in other duties, as assigned.
Professional degree in a health-related field; physician, nurse, or pharmacist qualification preferred.
Advanced degree in public health or health policy and management.
Specialized training and/or experience relating to pharmaceutical systems, supply chain management or pharmaceutical services.
Experience with international agencies and international stakeholder organizations, such as WHO, World Bank, FIP, USAID, or other bilateral agencies preferred.
Ability to write lucid technical reports and documents in English is required.
Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred.
Proficiency in French or Spanish is desired, as are languages of other USAID-supported countries.
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
Ability and availability to travel internationally and domestically
