4.5 Provide program management of administrative, financial, travel, staff training, and mobility & personnel management programs for the C2ISR Division. This task requires a minimum of a Secret security clearance. (One additional matching FTE may be added for 4.5, see 4.8) The Contractor shall:

4.5.1 Support military, Government civilians and Contractors for daily administrative and personnel functions for the C2ISR operations Division for approximately 85 personnel.

4.5.2 Track and review all division military performance reports, promotion recommendation forms, military feedback forms, and military awards and decorations for approximately 35 military personnel.

4.5.3 Maintain, review and correct personnel records to include duty status, duty title changes, change of raters, and position number changes for A3Y military personnel and approximately 2 civilians and 48 contractor personnel.

4.5.4 Manage the A3Y Division mobility program and staff ancillary training, ensuring all A3Y military personnel are deployment-ready when assigned to an Air and Space Expeditionary Force (AEF).

4.5.5 Maintain and track A3Y logs for OBAN 74/76 travel and Government Purchase Card funds to ensure funds availability for the current and future quarter.

4.5.6 Review division DTS for military personnel travel requests.

4.5.7 Maintain, order, and record administrative office supplies and equipment for the A3Y.

4.5.8 In the absence of the division secretary perform information management and administrative support for the division chief and deputy; maintain division chief and deputy's office calendars; monitor organizational box; forward taskers to intended recipients; and receive telephone calls ascertaining the nature of the calls.

4.5.9 Personnel Requirements: To fulfill this task the Contractor shall:

4.5.9.1 Possess practical experience in-lieu-of a Bachelors Degree. A Bachelors Degree is highly desirable.

4.5.9.2 Possess a minimum of 5 years information management experience in military and civilian personnel functions and records management to include PC-III, Records Information Management System (RIMS), AFRIMS, or equivalent systems.

4.5.9.3 Possess a minimum of 5 years experience in travel and GPC fund management. Possess a minimum of 1 year reviewing experience in DTS system.

4.5.9.4 Possess a minimum 3 years experience in military personnel mobility program management and ancillary training management.
