Job Description:
  • Develops supporting programs in the areas of
responsibility and provides services necessary to
respond on a timely basis to the operating needs of
the Company. Develops priorities and action plans.
  • Establishes budgets. Ensures that operating
budgets, expenditures, and cost control procedures
are effectively administered.
  • Participates in overall policy development and
recommends revisions to the Human Resources
policies/procedures, as appropriate. Ensures that
Human Resources policies are administered equitably
within and outside the department. Develops and
implements procedures pertinent to assigned areas of
human resources management.
  • Completes special projects as assigned by the
department manager or upper management.
  • Prepares reports, makes presentations, and conducts
independent research and analyses on matters
relating to assigned areas of responsibility.
  • Keeps informed on the status of current Company
projects and proposals for new work. Anticipates
changes in Company manpower; is proactive to meet
the demands of layoff/hiring fluctuations.
Implements approved manpower plans and ensures
optimum utilization of available resources.
  • Keeps abreast of current human resources laws and
pending legislation which might impact the
department and/or other personnel within the
Company. Provides materials and training within the
department; serves as consultant within the Company
as needed.

Job Requirements:
  • BA/BS degree in related field or applicable
discipline, or equivalent or relevant experience.
Generally 8 to 10 years experience in field;
Typically 5+ years supervisory and/or management
experience; Manages work directly and indirectly
through Managers or Professionals leading others.
Characterized as strategically managing development
and implementation of programs and processes.
  • Manages specialized, complex (high-impact) function
or multiple, but homogenous and less complex
functions; Responsible for implementation of
strategic programs and policies for their functional
group, which have a global impact; Develops
departmental plans, including business, production,
and/or organizational priorities; Produces
integrated solutions to strategic issues and
presents recommendations to senior leaders;
Typically position has high impact on global
business results at the functional level;
  • Ability to troubleshoot and develop strategic
implementation plans for new concepts and ideas as
required by senior leaders and business objectives;
Solutions are derived from knowledge gained through
past external experiences and internal resources,
including policies and procedures.
  • The ability to effectively communicate and present
complex program proposals and reports to senior
level management is critical. Ability to persuade
and influence others is critical. Participative
management style with a cooperative team approach.
Proven leadership skills in multi-cultural and
possibly multi-national environments. Commitment to
customer service and ability to work in a
team-oriented environment. Manages lower level
managers or supervisors or professionals leading
others Typically will interface with lower level
personnel, upper level management, customers, and
outside vendors.
