This position is responsible for financial planning and management of assigned portions of the complex DPH operating budget. The DPH budget of approximately $300 million includes a large number and variety of funding sources, i.e., general purpose revenue (GPR), program revenue (PR), segregated (SEG), and federal (FED). Responsibilities include all state operations budget development and monitoring, budget adjustments, local aids contracting, and fiscal monitoring for assigned projects including the Affordable Care Act (ACA). The Bureau of Operations is charged with the oversight of all DPH budget, fiscal, personnel and program activities. The division overall is responsible for delivery of over 30 major statewide programs and numerous minor program areas with complex governing rules and regulations (state and federal) through Bureaus/Offices, 19 sections and five regional offices. This position works collaboratively with Bureau Directors and program staff to assure conformance with all state and/or federal fiscal requirements. It also analyzes and prepares budgetary and fiscal recommendations for the Administrator’s Office and Bureau Directors.

Job Knowledge, Skills and Abilities :
Knowledge of the principles and practices of business management and public administration; knowledge of the principles and practices of governmental budgeting, accounting and grants management; knowledge of computer hardware and software capabilities, information systems, management and system design; ability to develop and implement administrative procedures and operations to evaluate their effectiveness and efficiency; and the ability to correctly interpret federal and state regulations and policies for state and local staff, service providers, and the general public.

The starting salary is between $45,990 and $75,884 per year, depending on qualifications, plus excellent benefits. A 6-month probationary period is required. This position is in pay schedule/range 81/03.
