RGS provides strategic planning, communications, human capital, and technical support to the Deputy Chief Management Officer (DCMO). DCMO is the Principal Staff Assistant and advisor to the Secretary of Defense and Deputy Secretary of Defense for matters relating to the management and improvement of integrated Department of Defense (DoD) business operations. In this role the DCMO is charged with leading the synchronization, integration, and coordination of the disparate business activities of the Department. Furthermore, the ODCMO is responsible and accountable for successful definition and execution of DOD-wide business improvement initiatives and system investments. The ODCMO’s Mission is to guide transformation of business operations throughout the DoD, and to deliver Enterprise-level capabilities that align to Warfighter needs.
Responsibilities & Required Skills:
RGS is seeking a Human Capital Consultant to support the DCMO. The candidate will lead the effort to develop and implement a DCMO human capital strategy that will: improve organizational design, enhance workforce alignment and composition, and provide Leadership facilitation, training and development.
DOD or Federal Human Capital Management experience is required.
Experience designing, developing and delivering strategic Human Capital products
Experience providing support in the areas of project management - developing, implementing, managing, updating and executing project plans
Must have strong written and verbal communications skills, proven quantitative ability, problem-solving skills and creativity, and be highly motivated to excel.
Candidate must be comfortable in a fast paced, changing environment, and be able to multi task while producing solid products (Power Point presentations, spreadsheets, manuals, on-line learning materials, etc.) under short deadlines.
Direct client support experience, on-site support a plus
Intermediate to Advanced knowledge of MS Word, MS Excel, MS PowerPoint, and MS Outlook
Minimum 8 years relevant experience consulting and/or admin experience
Experience with Sharepoint
Experience working with DOD, specifically BTA or ODCMO
Experience with strategic planning an strategic communications
Familiarity with IT portfolio management a strong plus
Bachelor’s Degree required
Masters Degree preferred in areas such as Human Resource Management, Training and Development, Organizational Development, or Instructional Systems Design
Certifications: Also desirable are certifications in human capital, human resource management, and instructional systems design.
Clearance: DOD Secret Clearance required, interim Secret is okay.
