Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Specific Job Description:
Senior Systems Engineer/Management Consultant
Leads team on large complex projects. Translates customer’s requirements into formal agreement and plans to culminate in customer acceptance or results. Executes a wide range of processes activities beginning the request for proposal through development, test and final delivery. Anticipates future customer, industry and business trends. Challenges the validity of given procedures and processes with a view toward enhancements or improvement. Creates innovative solutions to problems involving finance, scheduling, technology, methodology, tools and solution components. Leads key technical areas and is responsible for meeting project milestones and deliverables.

Establishes system information requirements in the development of enterprise wide or large scale information systems. Designs architectures to include the software, hardware and communication to support the total requirement as well as provide for present and future cross-functional requirements and interfaces. Ensures these requirements are compatible and in compliance with standards of DOD and DODIIS architectures.

Applies the concept of operations set of disciplines for the planning, analysis, design and construction of Information Technology systems across a major sector of the organization. Develops analytical and computational techniques and methodology for problem solutions. Performs strategic systems planning and business information planning for specific projects. Performs process and data modeling in support of the planning and analysis efforts using both manual and automated tools.

Candidate should possess experience in Information Technology, system design, testing and O&M support as well as an ability to understand end-to-end system implications of power, system design, troubleshooting, maintenance and disposal. Additional experience desired in acquisition support to include research of future technologies, system economic/tradeoff analysis, and acquisition planning. Candidate should be capable of determining root cause of operational system performance degradation as well as developing test plans, overseeing testing, and supporting technical reviews throughout the program lifecycle. Successful experience briefing to upper level management, customer stakeholders, and to end-users.

Position Requirements

Required Skills:
  • Must have at least 10 years’ experience in technology consulting
  • Bachelor's degree or equivalent training and/or experience and a master’s degree or advanced training in Information Technology.

  • Background supporting large complex Information Technology projects and programs
  • Development of Requirements documentation (feature, functionality, planning, methodology); review and prioritization of requirements
  • Review of completed development projects to assess whether they addressed requirements
  • Experience creating documentation required for certification and accreditation (C&A).
Desired Skills:
  • Detailed knowledge of the project life cycle and acquisition process. Working knowledge of current project management models.
  • Knowledge of the phases of the project cycle (e.g. Research & Development, Operations) and different project cycle theories and practices (e.g. cyclic development, incremental development, rapid prototyping).
TS/SCI w/Poly clearance preferred.
