This position is located in the Facility Support Contract Branch of the Public Works Division, Marine Corps Base, Camp Lejeune, North Carolina. The purpose of this position is to inspect and insure that the contract work is performed in accordance with the contract documents. KEY REQUIREMENTS

You must be a US Citizen.
Must be registered for Selective Service, see Legal & Regulatory Guidance.
Suitable for Federal employment as determined by background investigation.
Selectee may be required to successfully complete a probationary period.
Must possess a valid state driver's license.

A Physical exam is required. DUTIES:
The duties and responsibilities at the GS-07 level are essentially the same as those at the full performance level except the incumbent is under closer supervision and receives more detailed instructions. This position has known promotion potential to GS-09.

Performs work as a Contract Surveillance Representative in support of public works facilities support contract (maintenance service and maintenance construction) efforts including pre-bid quality assurance (QA) tasks, QA inspections and performance of certain contract administration functions.
Reviews pre-bid contract specifications for compatibility with the administration of quality assurance methods and procedures.
Establishes inspection surveillance schedules based on review of contract clauses, conditions, contractor work schedule, and nature of work to be performed.
Performs on-site in-process inspection to investigate complaints from customers and recommend corrective action, if required; documents contractor quality performance; conducts follow-up inspections.
Investigate complaints from customers relative to service, damages, property loss, and other matters which involve the contract. QUALIFICATIONS REQUIRED:

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

Experience developing quality assurance contract criteria to prepare plans, contract specifications, and inspection reports.
Experience conducting pre-bid site visits and inspections and reviewing pre-bid contract specifications.
Experience utilizing contract administration procedures and regulations to assure contractor compliance with performance specifications on quality, timeliness, materials, and performance.
Experience providing technical assistance in defining customer contract requirements and modifying contracts to meet specifications.

SUBSTITUTION FOR EDUCATION FOR EXPERIENCE (GS-07): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position: One full year of graduate level education OR Superior Academic Achievement.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of higher level graduate education and experience may be combined to meet the total qualification requirements.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

Selectee may be required to successfully complete a one year probationary period.

Must possess and maintain a valid state driver’s license.

You will be rated under Category Rating procedures based on the extent to which your experience meets the Knowledge, Skills and Abilities for the position and rated as shown below. Additional points are not added for veterans' preference; however, preference is still applied. A pplicants eligible for veteran's preference will receive selection priority over non-veterans.
